independent cities 2a sanctuary

i see several counties are getting or pending 2a sanctuary status.just wondering how to go about getting my indepent cities to pass these resolutions.my city is poquoson which partially is under york county but still indepent so just asking how to go about getting my city to atleast bring it up for vote
