South Texas church killer

It has been reported by law enforcement that the terrorist attacker who assaulted the South Texas church was wearing some form of interceptor ballistic armor (IBA) during his attack and attempted get-away. It is also reported that an armed citizen “Good Samaritan” with a shotgun engaged the terrorist by fire brought the attack to an end. Even though the killer (dressed in Antifa-black clothing) was wearing IBA, the armed citizen with a shotgun may have inflicted the wound that eventually killed the terrorist as he attempted to escape. In light of information that the killer was wearing body armor it can be assumed that the terrorist intended to give himself the greatest chance of avoiding injury by wearing the IBA and it must also be assumed (until results of his autopsy are released) that the terrorist did not shoot himself; but rather, that the armed citizen who engaged the terrorist by fire was the one who inflicted the fatal wound to the terrorist.
.
Given the information we have at this point citizens who might in the future engage such a terrorist should anticipate that such a terrorist might be wearing body armor to protect his chest and upper abdomen. With that in mind, citizens should:
.
(1) If other individuals are not in the line-of-fire, shoot to strike the target in the throat or head;
(2) If other individuals are not in the line-of-fire, shoot to strike the target in the lower abdomen, groin area, or legs;
(3) If available, use a 12 gauge shotgun to engage targets within 25 meters to achieve the greatest likelihood of disabling the terrorist if possible and to do so without undo danger to other individuals in the area of the terrorist;
(4) If the terrorist appears to continue to be a threat, and is in proximity of a weapon, double-tap as necessary;
(5) If called upon subsequently to serve as a juror in any case against an armed citizen who uses force, lethal or not, against a terrorist attacker, refuse to convict any “Good Samaritan” who kills or injures a terrorist.
