My reasoning for not being shocked that someone would drive a van in to a group of Muslims, over in Europe (and, also, for understanding the action):
1) Islamic "Refugees" have been flowing into Europe, unchecked, for a while now. Many have shown gratitude to their hosting countries by doing things like blowing themselves up at crowded concerts, stabbing random people in crowded areas, and (of course) driving trucks and vans into crowds. Virtually every news report on a European tragedy, for the past few years, has been a Muslim terror attack. The frequency in which I see these reports are rather alarming, lately.
2) Actual citizens of these European countries, the people who were born and raised there, and whose families have been there for centuries; they can't speak out. People who speak ill of these "Refugees", or Islam in general, are starting to be jailed for "hate speech". This, too, is rather alarming.
Given that, is it really surprising when someone snaps and takes it out on the most convenient group of Muslims? I don't find it surprising, at all. I totally get it. As I said, I don't condone it. But I can certainly understand the frustration that led him to do that. Hell, his government has rolled out the red carpet, and welcomed enemy invaders with open arms. Then, they have the nerve to jail people for complaining about it.
I wouldn't be surprised if this incident emboldens someone else to do something similar, to tell the truth.
