why can't the Feds prevent an obvious terrorist cell from shooting up San Bernardino?

Perhaps because they are focusing all their invasive power on "right-wing" Americans?

Absolutely.

We instinctively want to believe that the current administration acts or reacts with our best interests at heart. When actions, reactions, and policy proves counterintuitive, we like to attribute it to naivety, or stupidity, ignorance, arrogance, or something else along those lines.

I attribute it all to Malice. The current administration is engaging in treason. These actions, reactions, nonactions and policies are producing the desired results. The desired results being to divide us, weaken us, confuse us, and to generally tear this nation apart.
