I couldn't seem to find out when that testimony what given.
I did find a longer video of, what seems to be the same even recorded from a different angle, the same event.
All videos I've found of the event have all been posted in the last week.
His facebook page, The Right Focus, has a recent post from him indicating that the MD Senate hearing was on March 12, 2015.
To follow up on my testimony from March 12th in the Maryland Senate committee hearing on Senate Bill 100. "Defining self defense as a good and substantial reason to be issued a Handgun Permit"

OBTW = Democratic Governor O'Malley was replaced by Republican Larry Hogan on Jan. 21, 2015.

McCauley has become quite a vocal supporter of carry rights in MD recently and is now a regular poster on mdshooters.com about crime and carry rights. I believe that video was done earlier this month. There are a number of pro-gun bills proposed this year and, while there is little chance that any of them will make it out of commitee, McCauley along with Maryland Shall Issue, AGC and a lot of folks from the mdshooters.com community have been pushing as hard as they can to be heard.
