Don't know anything about government funds....we'd just like to diversify our instructors base. I truly wish that we could find an experienced female instructor, but its been difficult.

I've taken training from female instructors specifically to learn a different mindset and tactics. For example, things like thinking about breasts and how they might get in the way. Clothing, hips, and holsters. All that makes a difference!
