Gifting an AR lower

I am in the process of building my little brother a lower. I plan to give it to him as a Christmas present. Are lowers treated the same as any other firearm? Can I just give it to him or do we have to do a transfer at an FFL? We are both VA residents.

Because the lower has the serial number it is the firearm, every other part isn't. So all the normal rules for a firearm transfer apply. Unless your brother is a felon or has been convicted of one of the domestic violence crimes, has a restraining order against him, you are perfectly fine without a paperwork trail and paying somebody else to do it. Just make sure he understands if he sells it, he should sell it through a dealer (that advise is just so if it used in a crime after it leaves the family, you guys are covered by a easily found paper trail).
