Good evening all,

I have a Resident CHP in VA from when I was stationed there. I am now in stationed in AZ. I contacted the VA State Police per the VA.Gov web-sight and requested an address change card be sent to me. They replied directing me to contact the issuing circuit court. I've emailed them and am currently (still) waiting for a reply. But EVERYTHING I read said I need to do it in person... not possible.

I guess my questions is, can I (will they allow me to) get my Resident CHP changed to a Non-Resident CHP with my current out of state address on it? Do any of you have experience in this matter? I appreciate your help in advance.

Edit: I would like to add that I have a Valid VA Drivers License with my WI home of record address on it. WI does not honor VA Resident CHP but does honor VA Non-Resident CHP. I will not be getting the WI Resident CHP until March of next year.

Seems reasonable that you could contact the clerk's office that issued the permit. A phone call might be faster though.

The VSP site makes the address change process seem pretty straightforward. I don't see you having to appear anywhere in person just for a address change.

Let us know what the clerk's office says.

Since you are no longer a Va. resident, the issuing court has nothing to do with this. You just need to apply to the Va. State Police for a non-resident permit.

Thank you all for the inputs. I got a hold of of the issuing court as directed by the VA State Police. Long story short, they e-mailed me an address change form and will send me a updated card since I am active duty military and can not do it in person as normally required. You see, you have to surrender your OLD CHP in order to receive one with a different address, that is why you have to do it in person. I will need to send the form in, with $10 and my old permit. They will then mail out a new one to my current address.

You are not a Virginia resident, and are no longer stationed in Virginia?

If he was a VA resident when he joined or if he changed his official residence to VA once he was deployed here and then get detailed somewhere else, he can maintain his VA resident status until he resigns/retires or elects to have his resident status changed with DOD.

This is common practice for as long as I am aware of...

It sounds as if he was a resident of another state (Wisconsin) and got his res. CHP by virtue of being stationed here.

If he claims residency in Wisconsin and is no longer stationed in Va, then I believe that he needs to get a non-res permit from the SP.

Agreed. Wonder what he's up to? LOL

If you are issued a resident CHP and then move, you don't have to advise the court of your new address and your CHP is still valid. You do have the option of changing the address that appears on you permit to your new address for a fee. If you move out of state, why is this any different from moving to another county in state so far as your CHP is concerned? I don't think it is and your resident CHP remains valid until it expires, but you could not renew your resident permit.

I can't find anything in the code that would contradict what you are saying... but it still doesn't seem right.

To me, it's like hooking up an RC car motor and a 9v battery and connecting it to my crankshaft, then calling my 450 HP mustang a hybrid. Sure that little RC motor and battery are contributing some miniscule amount of torque, but it surely doesn't qualify as a hybrid.

Having a resident permit because you "used to be" a resident seems like the same logic.

Don't get me wrong though. If that's the case... good for him. I would check with his current state of residence though. I know many states do not accept out of state CHP's if you are now residing or domiciled in that new state.
