As you probably know, your PA permit is honored by VA. There is no time required to be a VA resident to apply for a CHP. However, unlike PA there is a training requirement. Here is what the law says:

If now a VA resident, would the PA resident permit still be valid? Wouldn't it then need to be a PA nonresident permit? Anyway, open carry and enjoy!

Welcome to VA. Please let me know if I can help you with any training needs.

There is no residency time requirement, although it is more practical to apply after you have your new DL issued.
Procedures vary a bit from city to county so check with your local court for their exact requirements.

PA doesn't have a resident and a non-resident license. It's the same either way.

It's also cheaper.
