Apparently there's a call-center whose job is to spread the "good news" about Obamacare. Only problem? They duped the applicants into thinking it was a full-time gig (you know, getting benefits). Well, not the case. It's part-time because the company can't afford benefits of full-time hire.

"bless your/his/her heart" is also a perjorative phrase acknowledging (pointless or futile) effort against an impossible or highly undesirable task. "Biden is trying to speak intelligently about guns, bless his heart!"
