A good friend of mine is moving to VA from AZ. He has already signed his lease (which started June 1st). He is moving here next week but then has to immediately leave for Europe for 3 weeks on business. He would like to submit his CHP application while he is here. I know that there is no length of residency requirement. However, he will still have an AZ Driver's License. Can he still submit his CHP application if he can show that he signed a lease, and has all utilities in his name with the VA address? He asked me and I had no idea how to answer him. Thanks in advance.

Yes, he just has to prove residency. A signed lease agreement should be fine.

I hate to go up against ProShooter on this, and maybe the actual carrying of the permit is inconsequential to the application process, but... 18.2-308(H) says, in part:

Virginia Code §18.2-308(H) wrote: "The person issued the permit shall have such permit on his person at all times during which he is carrying a concealed handgun and shall display the permit and a photo identification issued by a government agency of the Commonwealth or by the United States Department of Defense or United States State Department (passport) upon demand by a law-enforcement officer. "

This implies to me that the applicant must have one of these forms of identification available as part of the permitting process. (i.e., VA DL or State ID, Military ID or Passport).

I can see how one clerk might overlook it and allow the application to be processed, but another clerk may not allow it...

Why not ask VCDL or the clerk. The call or email is cheap.

Because I figured I would ask here first before having him make phone calls. People here have been helpful in the past and have proven to be helpful once again.

So my friend went to the clerks office and put in his application yesterday. He included a lease and utility bills. They told him he didn't need to include that info. He told them he had just moved to VA this week and thought he needed the info to prove residency. They still said "we don't need it". How else will they know he's now a VA resident. He's worried that he won't get it. Thoughts?

If they said that they don't need it, he should be fine.

The "old school" way of doing things was that when you swore an oath to the clerk that the info on the app was correct, that's all that was needed.

Fairfax raised a stink one day and an appeals court said that they could ask for documentation to prove that someone lived where they said that they did.

He did his in fairfax...that's what worries me. As always, thanks for the response.

That was my experience. Took an oath... Show a Va DL. 45 days exactly to get the card in the mail.
