You put 2ndLts in charge of uniform policy and this is what you get. I'm expecting it to be complete with a head band or dew rag.

It is a very well done satire site. The people there are or were in the military and they create some great "articles" like Stephen Colbert's "Conservative" TV show and Jon Stewart's "News". It is well enough done to fool a Kentucky voter to contact Senate minority leader McConnell. It sounds like McConnell's staff didn't put too much effort into researching the request before contacting the pentagon.
