didn't he threaten executive orders before, and they came out as "executive actions"?

This is just fancy language indicating he's seeing some policy that's rooted in law (via Congress). As I understand it, executive actions are executive orders that have a name(billet/position) charged with responsibility of that policy.
And if Bruce Dickinson wants more cowbell, we should probably give him more cowbell!
