Another brillant comment from Feinstein. I understand (which doesn't mean I agree, I just understand where she is trying to go) her premise, but her approach and delivery is all wrong.

It's legal to hunt humans with 150rnd mags? She didn't mention a bag limit.
At VA Tech Cho fired 176 rounds emptying 17 magazines yet he was not stopped during reload. Of course he had spare guns. Smaller cap magazines probably would not have changed the outcome.

She was pretty good at it when she was Mayor of San Francisco too! It comes with years of practice.
