CHP issue 45 day rule

Does anybody know if the 45day or defacto-permit rule only applies to Residents? My brother applied for his Non-Res and his payment receipt states current processing time is around 12 weeks.

No limit is listed for non-residents here:
http://www.vsp.state.va.us/Firearms_Non ... ealed.shtm. There is mention of 60 day turnaround time for renewals, though. Either way I would think 12 weeks is enough time that you might want to contact them and see if something got stuck somewhere.
