For the last year or so, I have been wanting to build an AR and have been putting it off. I told myself, I would make it my 2013 project. Well due to recent events, I'm questioning what I need to do. I was only in high school when the 1994 ban went into effect, so I don't have experience from the last go around.

My question is, if I buy a lower receiver now, before any possible upcoming ban, could I still get the rest of the components after a ban went into effect? I've read that the last ban banned weapons that had certain features like a pistol grip, collapsible stock, etc. But I haven't found anything about buying those components on their own. So could I get a lower now, and hold it, and still be able to buy things like grips, stocks, uppers, etc after a ban?

Your question is about a law that has not been passed.

We don't know what, if anything is going to be banned, so we can't tell you what you can do after it does or does not get passed.

Id say if you want it, then buy/build now. There may be no tomorrow on this.

My question is on the assumption that a ban would be similar to the 1994 ban.

Some of the discussion of bans I have seen include banning the sale of "parts". I'd say they are intending to prevent you from buying the components of a banned weapon IF their version got proposed and passed. But there's no way to know what if anything will happen.

the 94 ban said "no one shall assemble" so if wasn't fully constituted into a rifle prior to the effective date, then it could not be built later.
