Lots of old CommBloc pistols in 9x18 Makarov or 7.62x25 Tokarev (look for things like Bulgarian Makarov, FEG PA-63, CZ-82, Radom P-64, Radom P-83, Cugir TTC, etc.) available online for well under $300 -- check gunbroker.com for starters. You can even get a Nagant revolver for under $100 if you don't mind something that is completely impractical and has really expensive ammo.

Ahuman, you'll find a wide diversity of opinions in the firearms community. The terms "cheap" and "good" are pretty subjective. People buy guns for different reasons, and have different preferences and priorities as well. My advice would be to find the gun that best suits your needs and budget. You can spend many hundreds, even a couple thousand dollars on a very nice, high quality gun, but if you can't afford it, it doesn't do you much good. For personal protection, while convincing arguments can be made regarding design and caliber, any gun trumps no gun. I've carried a SIG P228 (relatively expensive) concealed for work, and various flavors of Makarov (relatively cheap) for personal carry. I initially went with the Makarov because it fit my budget, but it is also lighter and easier to carry than the SIG. Maybe it's because I go to the range more often now, but I am much more accurate with the Makarov than I ever was with the SIG. I've had no problems with reliability for either gun. I've put WAY more Makarov rounds downrange than I have with the SIG, mainly because I could only shoot the latter when the government allowed me to do so. You may want to try renting some guns to try them out before you buy. An expensive gun (or a cheap one) that doesn't meet your needs is a poor investment.

If you shop really well, you can get a good rather than a cheap gun for $300. It's just going to be used. But, if it's a good gun, being used is not an issue.
Handguns in .22 LR caliber are an exception, but I suspect they are not what you are asking about.

A few weeks ago Buds had police trade in PX4 Storms for $299 delivered. I do believe that they are all sold now.

Before you trust your life with it take it to a range and feed it all kinds of bullets. This goes for any gun regardless of price range.
Many cheapies will serve you just fine.
