Hello. Can a Virginia Resident legally purchase a shotgun or rifle from a North Carolina Resident in a Face to Face Transaction (Private Sale)? Thanks!

There must be an FFL involved for all interstate sales.

Legally, the sale must be completed through an FFL if both parties are not residents of the same state.
