U.S. House Passes NRA-backed National Right-to-Carry Reciprocity Legislation

The U.S. House of Representatives has passed an important self-defense measure that would enable millions of Right-to-Carry permit holders across the country to carry concealed firearms while traveling outside their home states. H.R. 822, the National Right-to-Carry Reciprocity Act, passed by a majority bipartisan vote of 272 to 154. All amendments aimed to weaken or damage the integrity of this bill were defeated.

“NRA has made the National Right-to-Carry Reciprocity Act a priority because it enhances the fundamental right to self-defense guaranteed to all law-abiding people,” said Chris W. Cox, executive director of NRA’s Institute for Legislative Action. “People are not immune from crime when they cross state lines. That is why it is vital for them to be able to defend themselves and their loved ones should the need arise.”

H.R. 822, introduced in the U.S. House by Representatives Cliff Stearns (R-Fla.) and Heath Shuler (D-N.C.), allows any person with a valid state-issued concealed firearm permit to carry a concealed firearm in any state that issues concealed firearm permits, or that does not prohibit the carrying of concealed firearms for lawful purposes.

This bill does not affect existing state laws. State laws governing where concealed firearms may be carried would apply within each state’s borders. H.R. 822 does not create a federal licensing system or impose federal standards on state permits; rather, it requires the states to recognize each others' carry permits, just as they recognize drivers' licenses and carry permits held by armored car guards.

As of today, 49 states have laws in place that permit their citizens to carry a concealed firearm in some form. Only Illinois and the District of Columbia deny its residents the right to carry concealed firearms outside their homes or businesses for self-defense.

Soon enough and I agree with the Congressman who said we don;t need a bill to tell us what the 2ND amendment already does... Their wanting to have a study of how cops can tell legal CHP/s is troubling and no good will come of it in the future/ This is an intrusion on States rights of large magnitude that should be defeated ,IMHO it can only lead to further intrusion by the Feds into something they should have no control over whatsoever.

I have mixed emotions emotions about this.

First, I do not like the idea of asking permission (submitting for a "permit")to carry a gun. This is a RIGHT that is acknowledged in the Constitution of the United States.

Second, I agree that foregoing my first point, the "permit" should be recognized across state lines just like a drivers license.

Lastly, it scares the bejeebus out of me that the federales will somehow screw this up as well as everything thing else that they put their grubby little paws on.

I wholeheartedly agree with all 3 points. Especially the 1st and 3rd.

"This Constitution, and the Laws of the United States which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the United States, shall be the supreme law of the land; and the judges in every state shall be bound thereby, anything in the constitution or laws of any state to the contrary notwithstanding."

I think it's pretty clear. If you are part of the USA, the 2A holds. Even if you are People's Republic of Maryland... or Illinois, or Washington DC....

I gotta wonder if the powers that be will try and push some sort of half assed gun agenda before the election next year... The 2nd Amendment is all we need , not some bereaucrat in DC putting it to a vote to "Allow" what should common knowledge,,, More frightening is the amendments that the hard core antis tried to attach, People like McCarthy (D NY) and Lautenburg (D NJ ) are not in our corner and need to be watched constantly. Let;s see what happens in the Senate when this thing gets rolling over there.. Wish I could say that wiser minds will be looking at it but considering Harry Reid and company I see nothing but bad from them

Even scarier, if (God help us all) Obama gets re-elected and has no further concerns about his political future. There appear to have been assurances given to Sarah Brady and her ilk that they just need to stay 'under the radar' but that the Obama administration will get guns under control.

For instance - if permits are good across state lines they might try to make a case for a national gun registry - you know, "common sense" gun regulation. That is where they started in Britain. Now, if you pull out a shotgun because someone is breaking into your home, YOU are the criminal under British law.

That was Operation Fast and Furious. I can't wait to see what else is up their sleeves!

If that POS gets reelected he;ll get a few more Supreme Court nominations and we can watch a lot of hard fought work get flushed down the drain as far as guns go
