Not surplus, but I do tend to find some decent deals at Cabelas.com
http://www.cabelas.com/product/Shooting ... t106633080
According to their website you only have to be 18 for rifle calibers. I have a feeling there are other online retailers that are the same, requiring only 18 for rifle calibers.
If you can't find what you want online, gun shows tend to be the best bet for bulk purchases of surplus ammo. Just make sure you plan on buying a lot of ammo, since it will cost you like $12 bucks for the Nations Gun Show.

How about theSportsmansGuide.com or Cheaperthandirt.com?
I believe they both sell those sealed tins of surplus 440 or 880 rounds of 7.62x54r. I know I recently bought 2 of those 440 tins from one of those retailers. I can't remember which one. Neither of them have ever asked me to prove my age for an ammunition purchase. If it is legal for you to purchase and own rifle ammunition in Va, go ahead and place an order with one of them.
