can anyone tell me how long it took Richmond to process an H.R. 218 application. Mine is running about 60 days now with nothing from them. I plan on calling tomorrow but I thought I would see what others experience was with the Richmond Office.

Sorry, this may be already answered but what is an "H.R. 218 application"???

when did they stop issuing the permit? Last I knew you got a white and blue ID (non photo) card from DCJS. So what other purpose does the application serve other than showing Firearms Qualification? What am I applying for? This is my initial application.

I'm not LEO myself...but Here's the law...tell me what you think it says.

I know what the law says. I am only going from other retired leos that have received a permit from their respective state. I did finally find a doc on DCJS site that said "No DCJS approval is required for LEOSA compliance." kind of makes it irrelevant to have to file an application then. If they wanted a Firearms Qualification verification they could have called it something else. The other thing that still makes me think that there is some kind of DCJS permit is that VA's hr128 application under "firearms requalification" requires the individuals dcjs leosa number be included on the application.

Just to note for future retired LEO readers. I spoke with DCJS this morning. They stated that they have ended their verification process about 6 weeks ago from this post date.They advise just follow the LEOSA Amendment's (2010) requirements http://www.leaa.org/218/218text.html to be in compliance. The instructor who does your firearms qualifications will give you a copy of the qualification results which will serve as your proof. I just went back to the DCJS web site to see if the previous State requirements doc was there to add it for comparison here but it appears to have been scrubbed. In short, It advised that the State would call to verify retired status from the specified agency on the application and then issue the applicant a firearms qualification certificate upon receiving the paperwork from the firearms instructor.
