I can understand people getting upset when a CHP application doesn't go smoothly. Mine was exceptionally easy, and I simply followed the instructions on the website above. I had my DD-214 and SP-248, and my driver's license. Sheriff's department was courteous and professional. The clerk of the court was nice, but obviously overworked.

18.2-308 says words to the effect of "residents of the city or county". Nothing about proof. The burden, then, is on the court to ensure only "residents of the city or county" are issued CHP. They do this by verifying that you are who you say you are. Your VA driver's license does that, and it states where you live. Saying, "show me in the code where I have to give my [xyz]" open the door to the reply, "Where does it say we can't ask for it?"

I understand that people are hesitant to give out their details. FOIA made us all, necessarily, paranoid. I sure don't want my name on a Roanoke newspaper page. But submitting your driver's license isn't asking too much. It's just proving you are, indeed, who you say you are.

Look at SP-248. See box 3? That has your address on it. Now look at 18.2-308, which everyone is quoting. Notice this part.
The clerk of court may withhold from public disclosure the social security number contained in a permit application in response to a request to inspect or copy any such permit application, except that such social security number shall not be withheld from any law-enforcement officer acting in the performance of his official duties.
(emphasis mine)

If someone does a FOIA, your address will show up, along with everything else on that application save your social security number.

Personally, I didn't give this any thought since the government has more data on me than I care to think about. When I enlisted in the Army, they got everything. But don't get me wrong. I have no love for government intruding on my personal space, place, person, beliefs, actions, etc. When did good, honest constituents become the new criminals while the actual criminals became the protected by law?

Have you seen some of those people who tummy up to the buffets? They look like they'd stab you if you got in their way.

Side note: people who sneeze in their hands and then grab a serving spoon off the buffet line need to be horsewhipped.

Nova - good reply, but you are missing the point of the argument. There has already been a court decision out of Fairfax regarding proving your residency, so that is not an issue. Certainly, one is expected to show their id to the court clerk to verify that the name and address on the application match the id provided. That is described in 18.2-308 D. That's the point where id stops. When the clerks accepts the app and sends it off to the judge, the judge is simply supposed to verify that the proof of competence has been met regarding firearm safety training (18.2-308 G). Once the app reaches the judge, the assumption by the judge is that everything else has already been checked and verified by the Clerk, as is their job. There is no requirement for someone to submit a photo or copy of their id to the Judge.

Gunderwood really wanted those bacon bits. His mouth watered as he slid his plate down the slick stainless shelf. He started to reach for the spoon, but a glint caught his eye. His head tracked left and his eyes locked on the cake.

"Wow," he whispered almost reverently. "Look at that cake."

The cake had just been brought out and it was still warm from the oven. It had to be a carrot cake because it had bright orange carrots blobbed in the center. They weren't real carrots of course. He knew they were made from frosting. His mouth watered even more and he had to suck a little to keep a line of drool from escaping his parted lips.

Gunderwood began the plate slide again. This time towards the garishly decorated carrot cake.

J-Dawg was hungry. Very hungry. He had just finished knocking heads with the crew. They had celebrated their victory over the others by smoking a big fat joint. After that he had wandered off to find something to eat. He knew he was taking a risk by coming to a decent restaurant but he really didn't care. He looked around and watched some Mexican kid bring a big cake from the kitchen and put it on the buffet. He noticed it was something his mother called carrot cake. She made good carrot cake and it had been his favorite. His eyes shifted around the room and he boldly strutted towards the cake.

Gunderwood could smell the warm cake as he scooped a large portion onto his plate. He was contemplating another scoop when he sensed a presence behind him. He shrugged it off and started for another scoop when the presence spoke.

"Yo. Hey. Yeah you boy."

The hackles on his neck stood up and he dropped the spoon into the cake pan. He was starting to turn around when he felt a sweaty hand wrap itself around his right elbow. Intense pain shot up his arm as the offending thumb found the pressure point and squeezed hard. He almost yelped but instantly focused and twisted out of the grip while simultaneously turning towards his assailant.

He was face to face with a hooded thug who was breathing fetid breath right into his face from about six inches away. The smell was putrid, but he forget about that as he looked into the dead eyes almost hidden in shadow under a hood wrapped around dark features. He instantly stepped back and his hand instinctively reached for his gun.

"No cowboy," J-Dawg growled as his pulled his jacket up a little to reveal the butt of a
Highpoint 9mm pistol.

"Go set that white ass down and be cool. That cake is fo J-Dawg."

J-Dawg reached out with one hand and took Gunderwood's plate while keeping the other resting on the butt of his gun. Gunderwood stared at the plate moving off the shelf in disbelief.

J-Dawg could taste the cake. It smelled even better than the ones his mother made. He glanced up from the plate and noticed that whitey was still standing there with his mouth hanging open.

"You aint gone yet?" J-Dawg slurred. "Boy you bess be gone unless you..."

Gunderwood exploded into action. He snatched the cake away from the hooded thug and tried to draw his own pistol at the same time. J-Dawg grabbed at the plate but his hand merely swiped air. Gunderwood stepped back again and almost tripped over a high chair holding a whimpering toddler.

"This is my cake" he exclamed at J-Dawg. A nearby customer stood up and started yelling for the manager.

I dropped my own permit app at the county clerk yesterday, also in loudoun co(leedsburg) I'm intrested in seeing how long the turn around is...process went smooth so far will wait and see
