You're right. It's DAMNED hard for me to understand.
MarcSpaz wrote: Yes, in a normal encounter with a citizen, there is an assumption that a person is innocent until proven guilty. However, there is presumption of guilt if law enforcement shows up on a scene and a POI open fires on the LEO's. So, this is what leads to SWAT having these types of vehicles. They don't conduct traffic stops with them. They respond to a know hostile situation or to arrest a know violent criminal who is evading the law.
SWATs respond to such situations, I know. But that is a disturbing mindset. It is true that to open fire invites return fire. It certainly bespeaks some reason for animosity on the part of the POI. But I still maintain it does not and should not justify a presumption of guilt and an automatic shoot to kill order. I can posit some circumstances where the POI might at least think his actions are justified. You should still bring him back alive if you can. I know - that's easy for me to say. But I'm still saying it.
MarcSpaz wrote: DHS is the same way. If ICE, CBP, FPS, etc. are responding to a complaint or following leads on an investigation, there is an assumption that the people they are talking to and interacting with are innocent and not hostile. There are some exceptions based on intel from past encounters as with any agency.

Well, if a DHS component is executing a warrant for known terrorists who have access to or are known to have access to grenades and other explosives, high powered rifles and known to have a propensity to want to die and take as many people with them as possible, why wouldn't they want to have as much protection as possible?

Some thing along the same line, CBP is literally at war with drug lords, weapons smugglers, and human traffickers who all have weapons of war available to them to use against our federal law enforcement. Our men and women deserve to have the same or superior weapons and equipment to protect themselves and fight these wars, regardless of if it's an armored vehicle, automatic weapons or strike drones.
Problem is, who decides when such action is justified? What about Waco? Ruby Ridge? The Elian Gonzales raid? were those actions well-advised and justified? Where is the due process? If you need a warrant for a no-knock search, shouldn't you need to get one to show up with an armored vehicle? Where are the checks and balancesa on agency excesses?
MarcSpaz wrote: A domestic agency buying these things does not mean they are automatically going to be intended to be used against citizens of this country for reasons of tyranny.
If it is a domestic agency, it seems to me there is by definition a high probablility they could be used against citizens. We are hearing now that the government has decided the next wave of terrorists will be American citizens. I'm an American citizen. I'm so patriotic I tear up when I'm standing with my hat over my heart for the National Anthem. But I'm frequently vocally critical of the government. I own firearms. What's to say that some tight-assed yuppie DHS or ATF agent won't decide I'm a nascent threat to national security? Is it still tyrany if the feds were mistaken? Seems to me that we as US citizens are entitled to be damned well assured out government won't engage in tyranny - even with the best of intentions. And as some others have observed here, there is not much trust that the current administration can be trusted to do that. Hell, any adminsitration is liable to step over the line; because power corrupts.

My government LE friends are some of the best I have, and I do have the utmost respect for those who put themselves in harm's way -- you included. We are a special breed, and not one that should ever be used by a subversive government with tyrannical intentions -- should it ever come to that.

Hell I wouldn't be surprised if you know my neighbor across the street who works for DHS. Desite the large size of DHS, it seems like every time I meet someone new, they know someone that I know, or our paths had crossed at some point previously. My neighbor and my wife worked together for several years under the Cheney adminstration (she and I were in WHCA) and so imagine her surprise when she saw him outside one day. She's like, "Hey! I know you!" Small world sometimes.

You're a patriot _because_ you are critical. It demonstrates you care.

If the frequency of mistakes makes it the norm or expected outcome, yes, that is tyrany.

I see these machines in the same light that NATO saw the Soviets moving new missiles into Eastern Europe, or moving their armored units close to the border.
I'd advise finding the weak points of the MRAP, what 'Big Sis' has in mind for these machines, where are they stored.

2,700 of them are necessary for this purpose?

I don't know what the specifics are about what's required based on the current engagements. I do know that if I was planning on protecting our country, I would have a large amount of everything we need spread all over the country for rapid response time.

Let say we only have 100 of them and most of them are at the southern border states since that is currently the hottest zone. If there is an issue in Illinois that requires an immediate response and the closest APC needed for a response is a 2.5 day drive away or 6 to 8 hours out if they can fly it in, that clearly isn't going to help.
Don't we already have State and National Guard units across the country to protect it? Why do we need an un-constitutional Federal police agency to do the job they are trained for, with TOO MANY guns, bullets and now apc's?

Sounds like a plan. I don't know if this is being done yet, but we should see if we can organize a member get together. Maybe a private rental at a range then a follow-up with lunch/dinner at a local restaurant.

Sent you a PM.

LOL -- Well, I wasn't trying to imply that Cheney ran the White House from 2000 - 2008. Just that my wife served VPOTUS (Cheney and Biden). When military personnel are assigned to White House Communications Agency (WHCA), some are selected for duty that is only for the POTUS or the VPOTUS. During my five years there, I served mostly POTUS, but I also spent time as an "Air Force II Technician" or EA communicator for the VP, who was Cheney at the time. My wife, during her nine years at WHCA, never served the POTUS; because of her rank and because she was a hard-charging, kick-ass, Sergeant First Class (and later a Master Sergeant) in the Army, she served at the two highest positions WHCA has for enlisted personnel in the travel rotation -- Vice Presidential Communications Officer (VPCO) and Vice Presidential Communications Response Officer (VPCRO). The latter involves being with the VPOTUS for 24-hour shifts, once every three days, and carrying a "football" similar to what the MilAide carries. I won't go into the contents of that "football" as they are classified and don't matter.

My wife is an excellent judge of character. Scary good, actually. It may be of no surprise that she absolutely loved Cheney. Biden, not at all. She told me once that Cheney was a man with integrity, a born leader ... and Biden was a used-car salesman.

Write your elected officials and demand to know what *documented* plans call for the use of these vehicles. They have at least one written justification for their purchase somewhere.

Nate, thanks for the fine story and explanation. You had me worried there for a minute, hence the question.

An aside, not to threadjack:

Two of the finest Americans of the last 50 years are Donald Rumsfeld and Dick Cheney. If Reagan had not felt so pressured to "unite" the party by taking on the establishment RINO GHW Bush, he could have picked Rumsfeld as his VP, who in 1988 would have picked Cheney as his, and Cheney would have won in 1996. The entire Clinton/Gore embarrassment would not have happened, Hilary would be a jilted housewife in LIttle Rock, Barry would be the nobody he really is, and both America and the world would be better off today.

Agreed.

People who work FOR the government only see inside their lil' boxes, when you're outside you see the violations of trust, and realize that the phrase "I'm from the government, and I'm here to help."

That's the scariest f'cking statement in the world to self-sufficient individuals.

I saw one of these around Lynchburg with the VA state police motto on it. I have come to the conclusion that we had better view w everything that our govt does with skepticism and scrutiny.

However these things are big and bulky. If they really are buying them for action against citizens they need to get a clue. They would be great as a siege engine against an entrenched enemy....now against an enemy that is light and shoots then moves on......not so effective. Against a specific location they would be devastating, but not very effective at an elusive enemy (which an insurgency by definition would be).

Ask there's have said they could have many purposes. They could be a boon if say we were invaded by the Chinese or the n. Koreans.

I tend to think this is just a big waste of $$ that will eventually rot and rust in a yard somewhere.

Not exactly. These are basically Armored Personnel Carriers (APCs). They're designed to transport troops through such ambushes (i.e. rendering any small arm useless), not necessarily assault a position. Tires are used instead of tracks because rubber tracks are expensive/difficult to maintain and steel tracks tear up the roads. Obviously they can be beefed up with additional armaments, but the primary purpose is to transport troops to a battle/patrol and let them disembark to fight. Typically that isn't done where the APC is taking a lot of fire because the soldiers would be exposed to the same fire trying to disembark (which is why is tactically laughable to suggest these are "warrant" vehicles). Simply put, if you're on patrol they save lives by providing protection during an ambush (so you can get out of there).

So they are transport vehicles........don't see how this helps them assault people. Perhaps they are for transporting the politicians around after they have angered the populace.....never fear they have to get out sometime. If they have earned the anger of the populace they can't hide forever. If they think that this will keep them safe from an angry populace.....think again. Best not anger the populace.

Now I can see the usefulness of transporting through hostile territory. Say through a drug Lords lair in a sneak attack....ok....but to roll through fly over country.....I just don't see it.

Transport vehicles, yes. With hard points for mounting weapons. Gun turrets optional, but rest assured these will have them.

I stayed out of this thread for a while because it just didn't sound right and wanted time to do a little more picking and digging. I just found this: http://www.businessinsider.com/homeland ... rap-2013-3
This article shows a way different number, one that would be a lot more believable to me. I just went based on the logic of 5 to 10 per state would allow you to preposition them within a couple of hours from anywhere. That count would be less than 500 total trucks. For example would New Jersey, Connecticut, Delaware and Rhode Island need more than 1 set of trucks each? 2700 just sounded way too high. Throw in a five man team for each truck and that is 13,500 team members. That sure is a lot of folks.
I have plenty of time around MRAPs and I still can't figure out which model of MRAP is in those pictures/videos, I do however have a possible explanation. When the MRAPs were in development/ testing they had a number of companies that failed testing at Aberdeen Proving Grounds. The Rumsfeld led U.S. Military, had to have Congress basically force the idea of safer vehicles (safer against IED threats) on them. There were some that failed testing, but they were already purchased, did they give them to DHS? That would give them some vehicles that was safe against small arms fire. That would also explain the low number and the fact they have been serving since 2008. They look a little like an RG31 or RG33 variant, but not exactly. When I run DHS MRAP through google it all comes up with articles mentioning the same number 2700+ and it also mentions Navistar's MaxxPro. I can assure you a MaxxPro doesn't look anything like the Gateway Pundit's picture or video. Here is a little info on the MaxxPro:

And just for mamabearCali, the state police have always had few armored trucks:
