What I tell my friends, neighbors, and family is that two rounds to center of mass at seven yards will usually defuse any situation, but keep in mind that some people are more motivated and will require more deterrence.

Actually, I think that's a pretty good start. Let's see if we can put some meat on the bones here. How about hit a standard letter size (8.5x11 inches) piece of paper at 7 yards twice within x amount of time? How much time should be allotted and what's the starting condition (eg. holstered and concealed)?

That was a benefit of the standard I was looking at and listed. This is your standard and you can define as you wish, but to be a good standard it needs to be quantifiable and measurable. I'm just suggesting some ways to flesh it out in that regard. But, I don't think anything beyond a sweep second hand on a watch and someone to call out a par time's start and end points is needed.
