As of 7/1/12, they'll have no choice but to accept an application as complete, as the requirements are described in statute. They may be able to request add'l material, but won't be able to require it or consider the application incomplete because of the lack of it. No more fingerprints for first time resident applicants either.

Yes, I was aware of the new legislation that takes effect on July 1. I even considered waiting until then and testing the clerk to see if they dropped the impermissible requirements but I would rather have my CHP a few months earlier. It seems in jurisdictions like Arlington that they will make the process as difficult and time consuming as they are allowed by the statute. It is a shame that it takes Richmond to slap them into compliance.
