What do you think drowsiness is? Would it be sleepiness, a slowed reaction time, altered time perception, difficulty concentrating?

What do you think a restless mood is? Would it be anxiety and possibly a difficult time concentrating?

The 2nd amendment states that "the right to keep and bear arms SHALL NOT be infringed."

CHP's, IMHO, are an infringement. Denying someone a CHP is also an infringement.

As has been stated previously, it is called being responsible for your actions. If someone is carrying, and does something stupid (whether drug induced or not), well...STUPID IS SUPPOSED TO BE PAINFUL!
