It's not the city, it's the county that issues your CHP here. In the Fredericksburg area that will be Stafford or Spotslyvania. Stafford does the fingerprints right next door, so it is all right off of Rt1. Don't know about Spotsy.

Okay, now I'm confused. I know that counties issue CHLs and not the cities, but I thought that the "City of Fredericksburg" was its own county so to speak so I thought the courthouse I needed to apply in is in the City of Fred. Help!

It's an independent city, but I've never heard of them issuing permits. Doesn't mean they don't though. Call up the court clerk and ask.

Update:

City of Fredericksburg issues its own CHLs (only for zip code 22401) Got fingerprinted today (electronic). Will submit application to Court Clerk later this week when I receive my VA driver's license in the mail. $50 for CHL/fingerprinting - no charge
