Just noticed. I hate to correct grammar on a site like this and not that I agree with the premise but shouldnt it be "Hooters are inappropriate" not "Hooters is..."

No. Because a "Hooters Restaurant" is a singular entity. If we are talking about multiple restaurant locations as a collective entity (ie: "Hooters") then we can consider them to still be in the singular and thus "Hooters IS inappropriate".
However, if the title were to be expanded to indicate that the Hooters franchises were being considered in the plural as a group and not an entity unto themselves you would say "Hooters RESTAURANTS ARE inappropriate."
Further, in regard to the alluded feminine anatomical reference, "hooters" would be plural and could be noted as "hooters are inappropriate" however it would be unusual to see any singular use of the term "hooter" unless you were referring to a woman breastfeeding or Rob Hyman.

I have only been to a Hooters two or three times because the wings are easily worse than those served at cafeterias of bought in bulk at Sam's Club. To make matters worse, nearly every waitress was flat chested! I found much more to my liking in the posterior displays. Me likey hot pantses!
Near total dissapoint!

We had a Quaker Steak & Lube open near us this year. The wings are waaaaaaaayyyyyy better than hooters, and the waitresses are easy on the eyes too!

Food not that good, Way to loud Cna make my own wings at home. Girls are ok.
