Saw that today. All I could think was; "Aren't ALL of those, basically, stolen handguns????"

Simple answer to that last - if the FFL is located in Florida, then all of Florida's laws regulate that FFL. The FFL doesn't acquire sovereign immunity by virtue of participation in interstate commerce. And the states are pre-eminent in the power to regulate the ownership, possession, and use of firearms.I did a brief search and couldn't find it though, link? What Flordia law would regulate an FFL?...Yes there was, but I think it was a violation of Florida law and not federal law.
