No, you do not. You need:

A copy of your training.
The completed application
$50
Fingerprints if required by local jurisdiction.

They can make their own copies.
Ok, I stand corrected. Fairfax makes you bring the copies...

Where do the copies go?

Fairfax county says to do this:

First Time Application:
In addition to the completed application, you must provide the clerk with:
•Two additional copies of the original completed application.
•A self-addressed stamped envelope.
•Three copies of your certificate of competence with a handgun (see p.5).
•Three copies of documentation to verify residence in Fairfax jurisdiction. (see p. 4 and p.7).

Renewal Application: Application for permit renewal should be submitted at least 45 days prior to expiration of your current permit. In addition to the completed application, you must provide the clerk with:
•Two additional copies of the completed application.
•A self-addressed stamped envelope.
•Three copies of the previous Concealed Handgun Permit issued by this court or another Virginia circuit court.
•Three copies of documentation to verify residence in Fairfax jurisdiction. (see p.4 and p.7).

18.2-308 F9

Completing any other firearms training which the court deems adequate.

A photocopy of a certificate of completion of any of the courses or classes; an affidavit from the instructor, school, club, organization, or group that conducted or taught such course or class attesting to the completion of the course or class by the applicant; or A copy of any document which shows completion of the course or class or evidences participation in firearms competition shall constitute evidence of qualification under this subsection.

There is no requirement for a SASE in all of title 18, nor is there any authority given to demand additional copies of anything.

The problem is that most people do not want to hold their elected officials accountable. They just want to go with the flow.

I think most folks, especially those applying for their first permit, don't want to jeopardize or delay the issuance of their permit over a SASE or a few additional copies.

Since I'm a Fairfax county resident and now a retired, grumpy old guy, I'll make it an issue in a year or so when I need to renew my permit assuming Fairfax county still says I need to provide the SASE and copies.
