It's Bush's fault because he did not write a healthcare bill himself, or did I get that wrong? Is it his fault because he didn't propose Obama's healthcare bill himself?

Medicare part D is Bush's healthcare entitlement disaster legacy. ACA is Obama's, can't wait to see how much deeper President Clinton (get used to seeing it in print now) digs us next.
