The Chinese had a very simple solution to that when it came time to squish those people in Tiananmen Square; just bring in troops that weren't from Beijing.

The Russians used similar techniques with their nations/states, stationing troops from Georgia in the Ukraine and so on. It is easier when your country has four or more languages. The only geographically organic units to the US military belong to the National Guard and other reserve components. The active components on the other hand are made up from across the country. I just have a little difficulty thinking the California or New York guard units would be sent to occupy Virginia. Maybe I am wrong. I do know that there is a preference to use units from other parts of the state when their is civil unrest in an area and that makes sense. When there were strikes in coal country years ago, guard units from the beach and Richmond were called in to help. It would be real impractical to have the guy who worked at the mine, trying to protect the mine from vandalism, pitting Soldiers against family members, friends and co-workers.
