Looks like a long range rear sight tang made by maybe Creedmore, probably used for a Sharps, but as you said universal.

It looks home made. It could possibly be some sort of device to lift or carry hot barrels. Or it could be a surpressor.

Not a bore sight I think. Rather a bayonet lug. Maybe home made and maybe removable.
