I recall seeing a sign (I think in VA) that said the minimum speed for trucks for the left lane was 70. This was in a 70 MPH speed zone. So, in order for a truck to be legally in the left lane, it had to maintain exactly 70 MPH.
They need to either post realistic speed limits, enforce the ones we have, or give people like this lady a break. Yes, it's annoying what she was doing, but she was going 2 MPH under the speed limit. This is a result of stupid laws. If she'd been going 66 and there were a lot of vehicles piling up behind her, would she have been ticketed for speeding or going slow in the left lane?

Don't think I have ever seen such a sign in VA. I think I have seen such signs in other states.
I do think a minimum speed limit in the left-hand lane would help to reduce congestion IF it were equal to the posted maximum speed. A third lane where it exists or could be added on the leftmost side with speed limit even higher by 5-10 mph would help yet more. If they'd just add a 3rd lane on I-81 for 5 miles or so in 4-5 locations, they could vastly reduce the congestion. And they already own the required right-of-way. I've always suspected that VDOT won't do it because if they alleviate the terrible congestion that way, they'll never score the multi-billion-dollar federal grants for fixing it by also building monrails, sky castles and choo-choo trains.
But the best thing they could do is remove the two reduced speed limit areas around Roanoke and Harrisonburg. Any fool should be able to see that if you feed traffic into a piece of road at 70-75 mph and only allow it to pass through at 60, there will be terrible congestion. The most ridiculous part of the whole thing is that the reason given for the reduced speed limits is the congestion; which is caused by the reduced speed limits.

Proof of your theory is at the north end of 81, where after crossing into West Virginia it widens to three lanes at Martinsburg. Traffic ACCELERATES through Martinsburg, which was even more true when the VA speed limit was still 65.

This thread started out in Maryland and now, finally, Maryland is considering fines for lingering in the left lane. Damned shame we have to make laws of the road to replace rules of the road.

In most states the left lane is the passing lane and not to be occupied unless passing. I wrote a few tickets to inconsiderate morons who lingered in the left lane. They were usually irritated when I handed them with a copy of the drivers license manual opened to that section with their ticket. I was called a number of interesting names but none came to court to dispute their tickets.
