The same way you do with just about every other alphabet angency. Are they communicating in some way--then they are lying.
Apparently the TSA never tested the scanners out for mass transit--except they did. Lying, double talking, pieces of possum.....

So how do you know the TSA is lying
"I do not love the bright sword for its sharpness, nor the arrow for its swiftness, nor the warrior for his glory. I love only that which they defend."

Three things you should expect in most dealing with the government.
First is that it will cost you some money.
Second is that they don't mind telling you whatever it takes to get you out of their face.
Third is that what they are doing is usually not in your best interests.
You really need to realize that even today most folks who work government jobs are not the sharpest pencils in the desk drawer. Boy, could I tell you some tales about dealing with the various agencies they send around to inspect things at the place I work. Either they don't really understand plain english or I work in the twilight zone. They hire and promote some real doozies.

Man, you just gotta love that! I guess DHS knows better than the people they are trying to protect.Contracts included in the EPIC release showed plans to develop long-range scans that could assess what a subject carried from 30 feet away, along with studies that involved systems for x-ray scanners mounted in vans and “covert” scans of pedestrians.

I would LOVE, LOOOOOVVVEEEE to have DHS experience a scene right out of "The Matrix" when he walks thru the scanners.
"WHA..?!" (cool techno music plays, guy does a back flip)
At this point? If the words ".GOV" appear in the website, e-mail, or on the piece of paper, it's crap. Flat out, expulsion of feces from a public official. They're gonna have to do better before I believe them anymore.
I feel the same way voting as I do buying a used car... Like I need a shower, and I'm gonna regret this.
