VCDL VA-Alert Archive forum now in place

I hope everyone was able to keep up with all of the new posts. Sorry about that! The archive starts at the beginning of this year, and I'm going to try to ensure that every future alert is added there as well so that we have a place to read the alerts and look back on them if necessary.
