We go to Manteo occasionally, and I always make a point to visit this range when we're down there. Check the schedule and call ahead to see if there are events going on that you may, or may not, want to be involved in. I prefer it when there are only a few people there, but it can get crowded if there's an event going on. I once called and they told me to get there before noon to avoid the crowd. The lady I spoke to said that the high school team was going to be out there.
I've been there on weekdays in the morning and only saw 3 or 4 other people there.
