VA Governor Signs Two Remaining NRA-Supported Bills

Members of the Virginia General Assembly reconvened on April 6 to vote on amendments and vetoes by Governor Robert McDonnell (R) for legislation passed in this session. Two bills drafted by the NRA; HB 1422 sponsored by Delegate Dave Albo (R-42) and SB 757 sponsored by Senator Roscoe Reynolds (D-20) were slightly amended by to provide better clarification of the bills’ intent. Both bills were enacted after passage and will go into effect on July 1, 2011.

House Bill 1422 was amended to strike the word “family” from the original language exempting “one family firearm.” It now states that an individual would be entitled to exempt “one firearm, not to exceed $3,000 in value” during Chapter 7 bankruptcy. The amendment was approved unanimously in the Senate and by a 82 to 16 vote in the House of Delegates.

Senate Bill 757 was amended to clarify the enactment clause which now states “any local ordinance adopted prior to the effective date of this act that prohibits the use of pneumatic guns on or within private property with permission of the owner or legal possessor of the property when conducted with reasonable care to prevent a projectile from crossing the bounds of the property shall be invalid”. The amendment was unanimously approved in the Senate and by a 96-2 vote in the House.
