Hi All - just moved from Republik of NY

And sooo happy to now live in the free state of Virginia...a dream come true for me.

Is there someone familiar with specifics on addresses, fingerprint locations for CHL application in City of Fredericksburg? I have a current non-resident PA license from when I lived in NY and I understand this is good ro go for concealed carry in VA until my VA resident license is approved in 45 days?

It's not the city, it's the county that issues your CHP here. In the Fredericksburg area that will be Stafford or Spotslyvania. Stafford does the fingerprints right next door, so it is all right off of Rt1. Don't know about Spotsy.

Okay, now I'm confused. I know that counties issue CHLs and not the cities, but I thought that the "City of Fredericksburg" was its own county so to speak so I thought the courthouse I needed to apply in is in the City of Fred. Help!

It's an independent city, but I've never heard of them issuing permits. Doesn't mean they don't though. Call up the court clerk and ask.
