Old House rule: Spending increases could be paid for by spending cuts or tax increases.
New House rule: Spending increases have to be offset by cuts of an equal or greater amount elsewhere and cannot be paid for by tax increases.

There appears to be evidence supporting claims from both sides in my initial and immediate research.
Many argue that using "an" prior to the word "historic" is more proper British English or an attempt to sound superior. This is not a grammar lesson, just a lesson in context.
Perhaps "A" is more appropriate... though the subject of the reading seems rather moot as none of them have appears to have cared for the past 145 years. What's one more then?

Depends on whether you pronounce the "h" in "historic". If you do, then "a historic" is correct. If not, then I believe it would be "an historic", as with "an honor". Personally, I pronounce the "h" in "historic".
Now, back on topic, yes, the Constitution should be required reading and recitation, I would say, not every day, but at least once a month. It is not that long. Furthermore, every member of the House and Senate should recite a different part of it each time, just like we did in school when we read books aloud in class.
I don't see the need for this "it's the Bible! it's the Bible!" craziness in that article. No, it's not the Bible or any other religious text; it is a secular text (regardless of the Founders' own personal religions) that defines our national government and which powers we have delegated to it on our behalf. However, if the Constitution is held in very high regard by some, then I think that's a GOOD thing! Would that more would hold it such!

The WaPO has that corner of the market sewn up..Liberally applied BS in the name of BS to promote and increase BS for those that truly love and require BS to live.. Making the run home through NJ yesterday I caught part of a radio interview with one of their reporters talking about Guns Stores and their realtionship with supplying guns to Mexico.;;; Guy was a total ass,, Damn radio was breaking up so I couldn;t hear it all but basically just hearing the WaPo mentined sufficed to put the BS stamp on it.

Somehow I suspect this is exactly what the WP wanted. The Dems are making the point that the "original" has been ammended again and again. Thats why they wanted the " R's" to read aloud the original document, which sited Negros as 1/5 of a human (or whatever)...they wanted to force the Republicans to look stupid(like they have so far).By not reading the original document, the repubs have proven that PC does rule this country AND that the U.S.Constitution has been consistantly altered since its inception. The left has forced the right to blink yet again.

Got an older brother but his humor ain't funny,, My old man was to the point in his day and me I'm a product of knowing that BS walks faction of the country,The stuff that spews out of most politicians and the WaPo qualifies as genuine, no need to verify,100% pure unadulterated....... Bullshi7
