No, we all use the SP-248, but my county's circuit court procedures require a few more things in addition to it (like 3 copies of the SP-248, copies of training, $50, list of addresses if lived at that address less than 5 yrs, self-addressed+stamped envelope, etc.).

I certainly wish my county's procedures was as easy as yours. But, I hear some other county's are worse (like requiring fingerprint cards), so I can't complain.

I don't know why Spotsylvania County requires all of that extra stuff, either. I had to send in that form, plus a copy of my training (Hunter's Ed Cert), the money, and I had to separately send a copy of my passport since I was born overseas and the form didn't mention anything about citizenship.

You have to provide addresses for that last 5 years on that form as well. Item #3 (bold red letters).

@user, thanks for the clarification. And I think you are spot on regarding a FFL's being likely to balk on the sale due to its unusual circumstances.

Resurrecting an old post...

In the past few weeks, I've been talking to local dealers and even police...kind of funny. No one could give a straight answer. All dealers answer "Not sure...you may want to check with the state police". The state police answers were generally "It shouldn't be a problem, but you may want to make sure by calling ___." and those numbers I call all end up with "It shouldn't be...you should be okay." No one was absolute in their answer, so I was still a little iffy.

I've got great news, though. I finally got a hold of a "Supervisor" at the VA State Police HQ, and it is 100% confirmed that a VA resident with a Non-Resident permit issued by VA may purchase multiple handguns within a 30-day period.

So, if there are any of you out there who moved to VA from another state (became a VA resident, of course) with a VA Non-Resident permit, feel free to purchase as many guns as you wish!
