System back up and operational

I have resolved the issues and restored much of the functionality that we previously had on the boards here. I don't have the calendar function back up yet - may try to work on that if I have some time. Much of the calendar functionality was custom code that I wrote for the phpbb project, but it was compatible with a much older version of phpbb.

Anyway -- the board is functional and has its looks back (icons, smileys, ranks, avatars, etc).
