It seems he's done everything but physically assault you and your family. So you are waiting to be assaulted to make the report?

Get plates, get details, file a report, file a restraining order with the magistrate, and then put a loaded weapon in every room of the house...

...and get motion sensor lights, everywhere... Wal-mart, sells those "motion sensor" screamer alarms, put a few of those around...

and wait.

Cuz' this nutjob is gonna try something eventually.

I would report this VERY quickly and give this video to the police.
Looks to me like trouble waiting to happen.

One thing I would do; move that camera outside, or get a camera that can be mounted outside. As you can tell, an infrared camera, pointed through a window, is useless at night.

I can't remember the specifics of relevant legal code (and it may have changed since I last looked, anyway), in regard to cameras, but I do believe that you need some signs up, notifying the presence of video recording devices, in order for footage to be admissible in court. I could be wrong on this, but you'll want to look into that.

Regardless of whether or not you actually HAVE a burglar alarm, obtain signs and window stickers that indicate that you do. Those are great deterrents. When I was in the business, it was common for us to tell new clients that they just bought some stickers that came with a free alarm system. If you can swing it, get signs and stickers from and actual alarm company.

In regard to previous advice from others, I pretty much second all of it.

Something else to consider; if you have a neighbor or two with extra or little-used vehicles, perhaps having a vehicle parked in your drive, sometimes, might discourage this guy. Sometimes have it backed in, sometimes nosed in. Sometimes it's over here, sometimes it's over there. If you are able to do that, though, make sure that it's never blocking the cameras.
