What is this about? Should it be taken literally? Is there some exclusion to immigrants that if you reach the USA you can stay?

It's a shame, because if someone were to risk their life to travel 90 miles in a raft to escape communism and get to "the country of our dreams," that's probably the kind of person I would want in this country (after being escorted to the closest citizenship office to get a visa and start their formal process of becoming a citizen).

However they'll probably get escorted to the closest welfare office and given a dozen Cuban flags in addition to anything else the state and federal government is willing to hand out.

Specific to Cuba, there is a wet foot/dry foot policy. If they are stopped at sea they will be sent back to Cuba. If they make landfall in the U.S.A. they will be allowed to stay.

From the Declaration of Independence:

"...That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government,..."

In other words, Cubans should conquer their own island back. Mexicans should reclaim their own country. Those "refugees" from that Middle Eastern desert should take their land back.

It's not our responsibility to look after every poor sod that trudges over here because he hates his government.
