You pretty much nailed Jay. Rules don't apply to the rule makers/enforcers. They either exempt themselves or rely on the Good Ole' Boy Network to get em' outta trouble.

Maximum fines for this guy on both counts. He is a DGIF commissioner, for crap sake. None of this, "He should know better." He DOES know better.
