Woman robbed outside Stafford Marketplace Target

A Stafford County woman was shocked Wednesday night when she found a stranger standing next to her outside her car, police said.

She was even more shocked moments later when the man pulled out a handgun and robbed her of an undetermined amount of cash.

Sheriff’s spokesman Bill Kennedy said the incident occurred at 7:21 p.m. outside the Target in Stafford Marketplace off Garrisonville Road.

The victim, who is in her 50s, came out of the store and placed her granddaughter into a car seat when she stood up and noticed a man standing right beside her.

She asked him to step away, Kennedy said, and he asked her for change.

According to Kennedy, the woman said no and the man began yelling at her. He then opened his hoodie, displaying a gun in his waistband. He then grabbed the gun and demanded “everything she had.”

Kennedy said the woman handed him a stack of cash. The robber ran away and the flustered victim drove straight home and called the Sheriff’s Office.

Deputy Brandon Gates went to talk to the victim, while other deputies searched the shopping center without success. The robber was last seen running across Garrisonville Road toward the Wingate Inn.

The robber was described as a slim black male, 30 to 35 years old and between 5 feet 6 and 5 feet 9 inches tall. He was wearing dark clothing, a black or blue hoodie and had black hair and possibly a mustache.

Obama gun control push backfires as industry sees unprecedented surge

The American firearms industry is as healthy as ever, seeing an unprecedented surge that has sent production of guns soaring to more than 10.8 million manufactured in 2013 alone — double the total of just three years earlier.

The 2013 surge — the latest for which the government has figures — came in the first full year after the December 2012 shooting at Sandy Hook Elementary School, signaling that the push for stricter gun controls, strongly backed by President Obama, did little to chill the industry despite the passage of stricter laws in states such as New York, Maryland, Connecticut and California.

Indeed, interest in guns appears to be at an all-time high in California, which shattered its previous record for gun-purchase background checks last month, with nearly 200,000 processed, suggesting a vibrant firearms market in the country’s most populous state.

Industry backers say they aren’t surprised firearms buyers and manufacturers alike have responded to the national gun control debate by making and purchasing more.

“The surge in firearms sales in 2013 reflects both a long-term upward trend in shooting sports participation and [a] particular concern that year that law-abiding gun owners and those interested in purchasing a firearm for the first time could face tougher restrictions affecting access to and selection of firearms,” said Mike Bazinet, spokesman for the National Shooting Sports Foundation, an industry group.

Little more than two years after the Sandy Hook shooting, which claimed the lives of 20 schoolchildren and six faculty at the school, the staying power of the industry is striking.

Despite Mr. Obama’s personal appeal for stricter laws, efforts to impose new background checks and to ban military-style rifles and high-capacity ammunition magazines failed at the federal level in 2013. The Democratic-led Senate blocked those changes in a filibuster, and the GOP-controlled House never even took up any legislation.

Mr. Obama was left to move ahead on his own, signing more than two dozen executive orders and memos tweaking federal enforcement priorities, urging safe gun ownership and boosting the focus on mental health. He also nominated B. Todd Jones to be director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) — but two years later, Mr. Jones has quit the agency after a bungled effort to ban a popular type of rifle ammunition.

Some states did move forward in the wake of Newtown, including Connecticut, where Sandy Hook was located. Colorado, Maryland, New York and California also enacted restrictions.

Still to be seen is what effect those tougher state laws will have on manufacturers. Several companies signaled they would flee states where they no longer felt welcome and shift production to states that are seen as more gun-friendly, but those moves came too late to be reflected in the 2013 data, which is the most recent available. ATF releases data after a one-year gap.

Beretta, which produced nearly 350,000 firearms at its Accokeek, Maryland, plant in 2013, said last year it is moving to Tennessee.

A spokeswoman for the company didn’t return a call seeking comment.

Several gun control groups also didn’t respond to messages seeking comment on the manufacturing statistics and what they mean for the state of the debate.

Surging under Obama

The biggest change in production has come under President Obama. From 2001 to 2007, gun production held steady at between 3 million and 4 million units a year. It topped 4 million in 2008 but shot to 5.6 million in 2009, held steady in 2010 and then spiked to 8.6 million guns in 2012 and a record 10.8 million in 2013, according to ATF data.

John R. Lott Jr., president of the Crime Prevention Research Center, said Americans interested in owning firearms are reacting to the gun control debate by buying more of them. But he also said polling shows a fundamental shift in attitudes, with Americans increasingly believing that the right to bear arms must be protected and increasingly seeing guns as a way to make homes safer, rather than as a potential danger in and of themselves.

Indeed, in 2000, 51 percent of Americans said guns made homes more dangerous, according to Gallup, the polling firm. By last year, that had dropped to 30 percent, and a full 63 percent now said guns made a home “safer.”

“My own personal belief is that change in the beliefs about guns and safety has served as the basis for why you see increasing opposition to gun control during that same period of time,” Mr. Lott said.

Mr. Lott said firearm sales, even more than manufacturing statistics, are a measure of the health of the movement, and those are also on the rise, with adjusted background checks — a good proxy for sales — growing from 8.9 million a year in 2008 to nearly 15 million in 2013.

“That’s a pretty hefty change you saw over that period of time,” he said.

California’s background checks hit 199,833 in March — 20 percent more than the previous monthly high and about twice as much as the average for March over the last decade.

The spike stumped California gun rights advocates.

“There’s no big gun bills, there’s no big scare,” said Brandon Combs, who heads a number of California advocacy groups.

He said March and April are often big months for gun checks in his state, and he speculated it could be because residents are getting their tax returns, recovering from holiday spending and have cash to spend. But he said the spike could also be another reflection of California’s growing embrace of guns.

One other measure of that affinity comes in the number of “concealed carry” permits, which Mr. Combs said have tripled over the last few years. At the end of 2014 there were about 70,000 people licensed in California, and officials said another 15,000 to 20,000 applications were pending at that time.

“California is working its way toward its first 100,000-license year ever,” Mr. Combs said.

Nationally, concealed carry permits have grown from 4.6 million in 2007 to more than 12 million now, Mr. Lott said.

Call it good timing, but as tens of thousands of Second Amendment activists start heading for Nashville and the 144th annual meeting of the National Rifle Association, President Barack Obama told ABC Wednesday that he “hasn’t given up on gun control.”

This will definitely give NRA leaders something with which to energize the grassroots. One can anticipate lots of discussion on the massive exhibit hall floor starting Friday morning, where hundreds of exhibitors will be showing off guns and gear to an audience that is ready to say “no more.”

It may be less coincidental that NBC News on Tuesday released a special report on open carry in Texas, complete with an interview featuring Shannon Watts, founder of Moms Demand Action for Gun Sense in America, a Michael Bloomberg-supported group. Open Carry is a big issue in the Lone Star State, and Watts expressed disbelief that it is even legal.

“When I started Moms Demand Action,” Watts stated, “I had no idea that open carry was even a thing. I didn’t realize that it was legal. And then we started having our marches and our rallies and we would be surrounded, usually by men, who were open carrying. And very quickly we realized that this is actually legal in 44 states in this country.

“It’s our job now,” she added, “to stand up and say ‘This is not acceptable behavior, and we won’t tolerate it where we live.”

Funny how tolerance takes a hike when the right to keep and bear arms is being discussed. If the practice is legal in 44 states, then it actually is acceptable behavior under the law — though it does get some interesting reactions — and Watts might try being a little more tolerant.

As for the president, he told ABC, "What we've done is to try to do as much as we could administratively to tighten up how background checks are run, to go after illegal drug runners. But I will tell you that trying to get something through Congress has proven to be very difficult. And it's heart-breaking."

He should be prepared for more disappointment. Congress does not seem too receptive to the kinds of gun control measures he has supported.

And then there is this weekend’s NRA gathering. Several likely candidates and two confirmed candidates to replace the president next year are scheduled speakers. Politics will definitely be in the air.

MEANWHILE, the National Shooting Sports Foundation has submitted a letter to the California Fish & Game Commission, explaining the organization’s objections and concerns over a rush to implement a ban on traditional ammunition for hunting. It’s quite a letter and it may be read here.

The Commission meets Thursday in Santa Rosa to discuss the proposed phase-out of lead ammunition. According to the letter, California stands to lose more than 1,800 jobs, an estimated $68.7 million in salaries and wages, and almost $14 million in state and local tax revenue if the ban leads to a predicted loss of some 36 percent of California hunters.

NRA reloads for another Second Amendment defense after last election’s victories

NASHVILLE, Tenn. — President Obama said this week that he hasn’t given up on pushing for tighter gun controls, but many of his fellow Democrats in Congress are wishing he would drop it, having concluded that the issue is an electoral loser for them. If anything, they fear the politics are getting worse.

The politics of gun rights and gun control is a hot topic on the first full day of the National Rifle Association’s three-day annual meeting, in particular the political peril involved in attacking the right to bear arms.

“Every time a Democrat starts talking about guns, they lose numbers because it is the Second Amendment,” said Dave “Mudcat” Saunders, a Democratic strategist and lifelong gun owner. “How many gun owners are there in America now? Look it up. There is a bunch of them, and anytime you start talking about guns, you are going to take from your numbers. So there is just less talk [about gun control] now than there has been in forever.”

They may not have a choice. Gun control groups, powered by potentially tens of millions of dollars from former New York City Mayor Michael R. Bloomberg, vow to press the issue and force candidates to take a stand.

Indeed, the Bloomberg-funded Everytown for Gun Safety is holding an event on the sidelines of the NRA gathering at the Music City Center, with Moms Demand Action for Gun Sense in America and hundreds of gun safety advocates.

“We have been taking the fight for safer and more responsible gun laws to statehouses to Washington and corporations around the country, and that is why we are in Nashville this year, to call attention to how the NRA has been pushing dangerous legislation that hinders public safety in a number of states across the country, and we have been fighting them with some success for the first time in a long time,” said Erika Soto Lamb, a spokeswoman for the group.

The gun control advocates will clearly be on the outside looking in on the NRA gathering, which is attracting tens of thousands of gun enthusiasts. It also is drawing most of the emerging field of likely Republican presidential hopefuls — including former Florida Gov. Jeb Bush, Gov. Scott Walker of Wisconsin, and Sen. Ted Cruz of Texas — who are expected to pledge their fidelity to the Second Amendment and to gun owners nationwide.

NRA leaders already have begun talking with key financiers about doubling the financial resources they applied last year when they won several key races that helped tilt the Senate to Republican control, possibly having as much as $60 million to $70 million to fight a candidate like Hillary Rodham Clinton.

The near unity among Republicans on gun rights contrasts with the Democratic divide on the issue, underscoring how the politics appear to have swung in the GOP’s favor.

“It is a loser for the Democrats and so they shy away from it — except in Washington, D.C., or New York, where they have a strong liberal constituency and where it is not going to cost them votingwise,” said Robert A. Levy, of the libertarian-leaning Cato Institute.

Democrats pushed gun control legislation after the 2012 shooting at Sandy Hook Elementary School in Newtown, Connecticut, that left 20 students and six educators dead and ignited a national debate over gun ownership.

Obama push

Mr. Obama pledged to use “all the powers of this office” to champion more restrictive polices. He also called on lawmakers to limit ammunition and semi-automatic firearms sales, and to expand background checks.

Lawmakers rejected Mr. Obama’s demands and shot down a bipartisan push from Sens. Joe Manchin III, West Virginia Democrat, and Patrick J. Toomey, Pennsylvania Republican, to expand background checks to gun shows and online sales.

Roughly two years later, there is little indication that serious gun control legislation can pass — in particular after Republicans seized control of the Senate in the November elections.

Public opinion also has shifted. The Pew Research Center released a poll in December that found for the first time in two-plus decades of Pew surveys that there was more support for gun rights than gun control.

“The power of NRA and the gun lobby in Congress is formidable,” Mr. Obama told ABC News this week. “And you know, we’re going to keep chipping away at this, but until you get intense public demands for this, it’s probably not going to happen because some special interests and lobbyists in Washington are really, really strong and their membership feels very intensely about the issue. Whereas the general public is concerned about it, but doesn’t make it their top priority.”

Andrew Arulanandam, a spokesman for the NRA, said the credit goes to NRA members and their allies.

“They are a powerful voting bloc,” Mr. Arulanandam said. “They know there are a lot of powerful folks and wealthy folks who want to destroy the Second Amendment.”

The battle over gun rights has heated up at the state level, where the Bloomberg-funded Everytown for Gun Safety is fighting for stricter background checks at gun shows and against efforts to allow concealed weapons in schools.

“We are not taking our eye off of Washington, but there is a lot of activity happening in the states and I think for the first time in a long time the NRA is facing the real people of those states who are coming out and opposing legislation that forces guns into schools and parks and actually scales back public safety measures,” Ms. Lamb said.

Mike McKenna, a Republican Party strategist, said Mr. Bloomberg has “no credibility” on the issue in the eyes of gun rights advocates and that the last thing Democrats want is to pick a fight over guns. “Because when they do, the people on the other side go nuts,” he said.

He also said Democrats are afraid of the issue because they are not comfortable talking about it.

“The truth of the matter is the idea of a Democrat, as constructed by Hollywood, is that they are these blue-collar guys from the middle of the country, who are union guys, own guns and go hunting,” he said. “That is a beautiful story. But for the most part, those guys are dead,” Mr. McKenna said.

Mr. Saunders, meanwhile, said the divide over guns is “geographical and cultural.”

“If you get my part of the world, the southern Appalachian Mountains and west Texas and places like this, guns are just part of our culture,” he said. “I talk to friends who live in urban environments, and they are good people and their culture says guns are a bad thing. It is because their culture is different than mine.”

Mr. Saunders added, “I was born with a gun and I will die with a gun.”

Many pro-gun control advocates argue that the Second Amendment is not only outdated but useless in this day and age because the United States military could easily crush a citizen’s rebellion.

Well, GunsAmerica reader “Finger” (his handle) begs to differ. In a related post on “Why We Need an AR-15 with a 30 Round Magazine,” Finger left this comment on the subject of the enduring relevancy and importance of the right of the people to keep and bear arms which I thought was so insightful that it deserved to be its own post:

I’ve heard, far too many times, the idea that a home-grown insurgency on U.S. soil could never stand up to the might of the Federal Government, and that our military could instantly crush any opposition. Like every facet of the gun debate, this one is quite complex, and before one jumps to any conclusions on the matter, it is important to first understand the nature of insurgency (not forgetting that this country was, in fact, founded by insurgents). There’s much more to war than simply who has the biggest guns or the thickest armor.

Shortly after the US-led invasion of Iraq and the subsequent destruction of its military and government, US military vehicles began receiving improvised explosive device (IED) attacks. In the years that followed, these attacks increased dramatically in frequency and lethality, as did US casualties. For a number of reasons, more and more people began to support the insurgency, and through trial, error, and careful observation, they were able to pinpoint not only the weaknesses of our tactics, but even those of our most sophisticated warfighting systems. Coalition forces had, at their disposal, M1 tanks, Apache helicopters, Predator UAV’s armed with guided missiles, HMMWV’s with frag-5 kits, Paladins, fighter jets from the Marines and Air Force, and a myriad of other very high-tech, very expensive and very deadly weaponry. Yet, the Iraqi insurgents, with little to no education, comparatively minuscule budget, crude weaponry, and very limited resources, managed to gain strength and momentum all the way up until the beginning of the awakening movement.

Every day that went by, our enemies became stronger and more skilled. So how was that possible? That fact defies everything we’ve come to believe about the omnipotence of the American military. Well, simply put, combat power isn’t measured in microchips. It doesn’t take billions upon billions of dollars in warfighting assets to recognize that a bomb carefully hidden on the side of the road can do a lot of damage to a passing HMMWV.

I came to be quite well-versed in the tactics and techniques of our enemies during my own service in Iraq. The greatest difficulty we faced was simply identifying our enemies. After all, they were dressed in plain clothes just like everyone else, and without the ability to readily identify targets, how could we eliminate them? Because of this, we relied heavily (almost entirely) on information gathered from locals to guide us toward the “bad guys.” But, even that process was greatly hindered by a wealth of misinformation provided by insurgents posing as well-intentioned civilians (and the kicker: we often paid them for that information).

So where does the gun fit into all of this? Well, a gun is nothing more than a tool, and every tactical situation is a little different. Thus, different situations will call for different tools. Gaining ground in any tactical situation will inevitably require one side or the other to maintain some sort of presence on the turf in question, and doing so will require one to come within close proximity of his enemy. No military force can accomplish this with helicopters, drones, and guided missiles alone; the potential for the deaths of innocent people and collateral damage is far too great. So, fancy precision-guided missiles, no matter how sophisticated, are only useful to a certain extent. In Iraq, if a certain individual was targeted for detainment, we didn’t hover over their suspected location in a helicopter and lob explosives at them, or pepper them with hellfire missiles until they finally zip-cuffed themselves and surrendered. Not only would this have caused the deaths of countless innocents, but it would have been almost impossible to determine if the intended target was even in the target location. It wasn’t until a squad of brave men – with rifles – stacked up, kicked down the door, and went in, that we could successfully pull off a targeting mission.

Now, it could be said that the war in Iraq was entirely different from any would-be conflict here on American soil. With that, I would agree- to an extent. There are, no doubt, major cultural, geographical, economic, and infrastructural differences between the US and Iraq that would be enormous factors in the outcome of any armed conflict held in either country. However, to make such a statement would be to miss the point that was made at the very beginning of this piece (without over-simplifying it): Victory doesn’t necessarily go to the side with the biggest guns. It’s the side that most effectively plays their strengths against the weaknesses of its opponent, that wins.

Thus, I illustrate the utility of the rifle, not for any particular group or organization, but in any tactical environment. It is a tool that provides its user with the means to cast a lethal projectile toward his enemy, and no one else; an ability that any warfighter, regardless of allegiance or alignment, will find themselves in need of.

Before I finish, I’d like to make a few things clear. This writing is not a call for revolution. If that has been your take-away, you’ve misunderstood me. I, and most everyone else in this country, have plans for the future which require stability and will never come to fruition in a war zone. I’m simply trying to inform the two people who will ever read this that, once again, the gun debate is not as “black and white” as some believe, and many of the arguments against guns are based entirely in ignorance and hearsay. My only goal is to provide a drop of truth in a sea of fallacy and misinformation. Rest assured, anybody who claims that guns should be further restricted or banned in this country because, “You can’t beat the government anyway,” has no real understanding of the issue.

Those who founded this country were able to do so only after waging war against their own government, which had become irreversibly oppressive and corrupt. Being well aware of the dangers of concentrated power and its detrimental effect on personal freedom, they wanted only to erect a system of government that could be kept in check by limiting its power, and its ability to acquire it. The rights outlined in the Bill of Rights were included because they are the rights that, among others, have the most profound impact on the peoples’ ability to remain free in mind and body. And, indeed, they are the same rights that must first be lost in order for those who seek power and true control to achieve that goal.

BLOOMBERG PSA USES CHILDREN TO MOCK NRA WARNINGS AGAINST TERRORISTS, HOME INVADERS, AND CARJACKERS

On April 7 Michael Bloomberg-funded Everytown for Gun Safety released a new PSA wherein children dubbed “Lil’ Waynes” mock NRA executive vice president Wayne LaPierre’s contention that Americans need to arm themselves against terrorists, home invaders, and carjackers.

The clear implication of the PSA is that these things are just so many hobgoblins put forth by LaPierre for the simple goal of keeping NRA membership high and gun sales soaring.

In reality, the PSA comes while the remaining alleged Boston Marathon bomber is on trial and one day after Breitbart News reported a carjacking that could have cost a Smyrna, Georgia woman her life, were it not for an armed bystander. Moreover, the PSA comes just three days after a home invasion in Kentucky where the homeowner was able to save his life by firing his handgun at the invader while under attack.

But Bloomberg and company mock these occurances with their “Lil’ Waynes.”

They also mock the threat of campus assault faced by women on college campuses across the country, by having kids dressed in suits stand behind a podium to over-annunciate the words “rapers, haters, and campus killers.”

When the children quit mocking LaPierre the screen goes black and the following message appears:

America is too strong to let our kids grow up in fear. It’s not the American way. Stop Crazytown. Join Everytown.

But since the things LaPierre mentioned are a reality–terrorists, home invaders, carjackers, rapers, haters, campus killers, etc.–wouldn’t it be more accurate to use the moniker “crazy” to describe those who fight against self-defense?

After all, to buy a gun and educate yourself in how to use it in case your home is randomly targeted by home invaders or thieves attempt to take your car at a stop light is not crazy. Nor is fighting for your daughter or wife’s right to carry a gun on campus to fend off sexual predators.

Rather, crazy is teaching your kids to go through this life without being prepared; to go through this life thinking bad things will never happen them and to encourage them to mock those who know better. In this case, Wayne LaPierre, Bostonians, and college rape victims everywhere.

While this is only one of the 10 proposals ARS is currently advocating, it is certainly one of the most egregious inasmuch as it demonstrates Giffords and her husband Mark Kelly will stoop to anything–to include pushing already failed measures–just to get some kind of gun legislation passed.

We have seen this with background checks, which Giffords is actively pushing as way of “stopping violence,” although her attacker–Jared Loughner–passed a background check to acquire the handgun with which he shot her.

And now we see it in the push to fight terrorism with gun control, which is taking place in the wake of recent terror attacks in Europe where Islamists were not hindered in the least by background checks that included not only a criminal checks, but also in-depth psychological checks.

Breitbart News previously reported that the simple act of obtaining a gun in Copenhagen requires a “squeaky-clean background” and extensive knowledge of everything from “gun safety to the mating habits of Denmark’s wildlife.” And in Paris, France where the original psychological check for gun ownership must be followed by yearly check-ins with a doctor in order to keep the gun, terrorists had no problem acquiring the weapons needed to carry out a violent attack against Charlie Hebdo headquarters.

The ease with which terrorists in Copenhagen and Paris acquired firearms caused The Washington Post to report that the example of Europe proved the uselessness of expanded background checks.

Yet Giffords’ group is pushing gun control as way to “make it harder for suspected terrorists to get guns.” They also want new laws on “gun trafficking”–although we already have laws against gun trafficking–and they continue their war on gun shows and internet classified ads for firearms.

As Breitbart News reported when Senator Joe Manchin (D-WV) was pushing background checks for internet-based classified ads in 2013, it is a small jump from background checks for internet classified ads to background checks for newspaper-based classified ads.

Remember–gun control does not control criminals or terrorists, it only controls law-abiding citizens who, ironically, are not a threat to begin with.

Study: Guns and anger is the most dangerous mix

WASHINGTON — The most dangerous person with a gun may be an angry young man.

That’s the finding of a study by researchers at Duke, Harvard and Columbia universities who searched for an answer to the problem of gun violence.

They analyzed data from 5,563 interviews conducted as part of a nationwide study on mental illness, and what they found indicated that part of our current approach to keeping firearms out of the hands of dangerous individuals may be wrong.

Jeffrey Swanson, a professor at Duke Medical School and lead author of the study, says the traditional legal approach has focused on involuntarily committed psychiatric patients. But the researchers say the data shows people with significant mental illness, such as schizophrenia and bipolar disorder, are not the big problem.

“There is just a little intersection here,” says Swanson.

Far more dangerous is the high number of adults with severe anger issues that have, or can get, a gun.

“Almost one in 10 adults in this country has this worrisome combination of impulsive angry behavior and access to firearms,” Swanson says, adding “either they have guns at home or they carry guns around with them.”

The study authors say angry people with access to guns are typically young or middle-aged men who tend to lose their temper and break things or get into physical fights.

They say looking at a potential gun buyer’s misdemeanor convictions — including violent offenses and convictions for impaired driving — may be a far more effective way of preventing gun violence than screening based on a mental health treatment history.

Their findings were published in a special issue of the journal Behavioral Sciences and the Law.

Investigators are looking into a history of domestic violence involving the couple

A man is dead and his wife is in the hospital after an apparent violent domestic situation ended in a homicide overnight in Dorchester County, officials said.

Maryland State Police identified the deceased as Eugene W. Tolley, 59, of Rhodesdale, Maryland. He was pronounced dead at the scene.

Nancy J. Tolley, 57, was injured and is undergoing treatment at Dorchester General Hospital for an injury to her head and other complications, police said.

Maryland State Police at the Easton Barrack received a 911 call from Nancy Tolley at the couple's address reporting a shooting at about 3 a.m. April 5. When they arrived, troopers found a man, later identified as Eugene Tolley, lying in the driveway.

Police said he appeared to have sustained at least one gunshot wound and a handgun was found on the ground not far from the body.

The preliminary investigation indicates the couple became involved in a domestic argument in the garage of their home, police said. Investigators developed information indicating the husband may have been assaulting his wife, which included inflicting an injury to her head.

While he was continuing to threaten her, Nancy Tolley retrieved a gun from the home and shot her husband as he approached her, police said based on preliminary evidence.

No charges have been filed at this time, police said. The Dorchester County state's attorney has been briefed on the investigation and is expected to present evidence to a grand jury for consideration of charges.

Investigators are looking into a history of domestic violence involving the couple. Police said further information is being obtained from scene evidence and ongoing interviews.

Maryland State Police Homicide Unit investigators responded to conduct the investigation. They were assisted by personnel from the State Police Criminal Enforcement Division, the Crime Scene Unit and Easton Barrack personnel, police said.

Gun-Toting Good Samaritan Thwarts Carjacking
April 05, 2015

A Georgia man with a concealed-carry license is being hailed as a hero after preventing an attempted carjacking and possibly saving a woman's life.

The harrowing incident was caught on surveillance camera at Fast Track Car Wash in Smyrna, Georgia, on Friday afternoon.

When a teenager tried to steal a woman's car, she jumped on the hood to try and stop him from driving away. Witnesses say that prompted the alleged thief to speed up.

A gun-toting bystander saw the chaos unfolding and drew his weapon, shooting the thief in the shoulder.

"The guy that got shot, he was falling out of the car and he was holding his chest. And he started shivering and shaking, and then he kind of flopped on the ground," witness Chris Roberts said.

The armed bystander, a Smyrna city employee, held the alleged carjacker at gunpoint until police arrived.

The suspect was transported to the hospital. He will be charged with felony aggravated assault and misdemeanor theft by taking of a motor vehicle.
