What happens when I move away?
If I had a Virginia resident CHP, what happens to it if I move to NC? Is it still valid? Does it convert to a non-resident permit? Do I have to start over? The point is largely moot because the NC permit is likely to cover anything the VA permit does, but just wondering.

There is no requirement to notify the permit issuing circuit court that you have moved out of state. Your resident permit remains valid until it expires or it is revoked.

Since a CHP must be accompanied by a photo ID, I would think that a resident CHP would require resident state ID or a federal ID. So, not sure if this answers your questions, but I (not a lawyer) would suggest applying for a non-resident CHP if moving out of state and still wanting to have Virginia-specific CHP protections.

Eh? That last post makes little sense.
It would appear from looking at the law, that once you're issued a CHP in ANY Virginia jurisdiction you're free to report a change of address anywhere (though such is not required) and you in fact can keep renewing the one you were issued even if you no longer live in the county/independent city that issues it.

I just got an email back from the state police confirming that a resident CHP stays valid until it expires no matter where you live (or whether you send in a change of address or not).

Every time I see the title of this thread I think it's a philosophy question.

I just keep wondering why on earth you want to leave Virginia. I've lived in several states, and been to almost all of the rest. Virginia is the best state in which one could have the honor of residing.
