Honestly, out side of needing some training and being a bad shot... I don't see an issue with this on the officer's part.
It sucks that an innocent kid got shot because his buddy is too stupid to follow directions. They are all stupid for playing with a toy gun in an alley. If it wasn't a cop, it could have been a civilian who carries or a gang member thinking someone is muscling in (or thinks he can jack someone else gun), etc.
Glad the shooting victim is going to live... assuming he's not a burden to society for other reasons anyway.

I agree. How stupid of the kids. What do they think the cops are going to do? Too many real guns have many plastic parts (or other non-metallic materials) that you can't make a distinction between real and toy (from a distance) without holding the guns. Even then I'm not sure you can tell.
