Last year, the Democrat leadership ignored the rules of the Senate when they rearranged the Senate committees right in the middle of the session. Hypocritically, the Democrat leadership is now angry at Republicans for allegedly not following the rules of the Senate! I don't know whether to laugh or cry.

3. Lifetime permits - how it will work

Coming up with a lifetime concealed handgun permit has proven to be a much larger challenge than we initially thought. Here’s how things look right now (and assuming we get the lifetime permit passed into law):
Looking at the other two states which have lifetime permits, Indiana and Louisiana, we’ve come to the conclusion that we need to have two types of permits: lifetime permits and the current 5-year permits.
The reason for two permits is that we want a permit that will exempt the permit holder from needing a NICS check when purchasing firearms and we also want a lifetime permit. It turns out that we can’t have both features in one permit because of federal law.
To be exempt from NICS checks when purchasing firearms, there are two key conditions that have to be met: a NICS check needs to be run on the permit applicant before the permit can be issued and that permit can only have a maximum lifetime of five years.
The lifetime permit fee has not yet been nailed down, but it will be more than for a five-year permit. Once issued the permit will look much like our current permit, but the expiration date will say “Lifetime.” A background check will be run on the permit holder automatically no less than once every 5 years. This permit will NOT exempt the holder from NICS background checks when purchasing firearms. A new permit won’t be sent unless the original permit is lost or the permit holder moves.
Five-year permits will continue to be issued in the same way they currently are and will cost the same. But beside the normal background check, a NICS check will also be done on the applicant. Delegate Wilt’s bill, HB 2029, makes the necessary changes to Virginia law. These new five-year permits will exempt the permit holder from NICS check when purchasing firearms (the permit holder will still have to fill out the 4473 gun-purchase form).
