Those of you who contacted BATFE about their proposed regulation to collect data across the country from dealers who sell more than one semi-automatic rifle to a customer, got the following response. Looks like the BATFE has backed off for now:

ATF has the authority to collect this information in accordance with 18 U.S.C 923 (g) (5) (A). The OMB Collection 1140-0100 has not been extended to any states outside of the Southwest Border, as it was originally intended. This collection is merely an extension of the existing collection, which has been successful in ATF’s efforts in reducing and preventing violent crime. On October 10 Vice President Joe Biden spoke at a memorial for the late Jim Brady and said the gun control movement needs another high-profile victim who is well-spoken in order to succeed.
Brady, who was President Ronald Reagan's Press Secretary, was shot and wounded during the March 30, 1981 attempt on Reagan's life.
According to The Washington Times, Biden stressed that the push for more gun control is not over and said he prays a new voice for the gun control movement emerges soon:
What we need is another Jim Brady, who has the skill and the ability to convince those who are afraid, who walks the halls of Congress, to step up and do what they know is right. One will come along. It will happen. I pray God it is sooner rather than later. [PVC: I don’t even know where to begin with such a horrific comment.]
CNN reported that Biden also said "seventy-five percent of the American people" agree with the push for more gun control. [PVC: That’s better. Joe is back to using made up statistics and not wishing people harm.]

WASHINGTON (AP) -- People who carry concealed handguns near public events and demonstrations in the nation's capital shouldn't have to be personally warned by a police officer before they are subject to arrest, D.C. Police Chief Cathy Lanier said Thursday.
Lanier testified at a hearing on the D.C. Council's proposal to allow residents and visitors to get concealed handgun permits for the first time in nearly 40 years. The bill was drafted in response to a judge's ruling this summer that struck down the District of Columbia's ban on carrying guns outside the home.
The bill would ban the carrying of handguns within 1,000 feet of a public event, demonstration or dignitary under police protection. Lanier said those restrictions are vital because the nation's capital is a target for terrorists and lone gunmen who would seek to harm the president or other officials.
Mayor Vincent Gray has already signed a temporary version of the bill. Lanier said Thursday that people will be able to start applying for concealed-carry permits next week.
But she's seeking some changes to the permanent version of the law. Organizers of large events that are publicized in advance should not have to hire police officers to warn gun owners to keep their weapons at home, Lanier said.
"The fact that the event is a gun-free event and is both posted and advertised should be sufficient notice," she said.
Lanier said officers would be instructed not to immediately arrest people for violating the restriction, but that police should have the power to arrest someone who refuses to leave after being asked.
Lanier conceded that it was difficult to provide advance notice of motorcades carrying dignitaries through city streets and said it was reasonable for gun owners in the vicinity of such events to be personally warned.
The police chief also disputed the claim advanced by some gun-rights advocates that allowing concealed carrying makes communities safer.
"I have seen time and time again, people who are going to commit violent crimes are not deterred by the thought that you might be armed," she said.
The chief wants to amend the bill to ban taxi drivers from carrying guns, noting that in most major cities, taxis are treated the same as public transportation. Also, a ban on carrying guns inside government buildings should be expanded to include their grounds and parking lots, she said.
The concealed-carry bill would require residents to show a specific reason why they need to carry a handgun for self-defense, as in a handful of other states, including Maryland, New Jersey and New York. Gun-rights advocates have said a desire for self-defense should be the only prerequisite for obtaining a permit, and they're challenging the bill in court as an insufficient response to the judge's ruling.
Representatives of several churches testified that houses of worship should be added to the list of buildings where guns are banned, and D.C. Councilmember Tommy Wells, chairman of the council's public safety committee, said he supported that change. He said churches could decide to allow guns, but those that don't should not have to post signage.
"The presumption should be that guns are not allowed in churches," he said.

DEMOCRAT GUN CONTROL CANDIDATE DISTANCES HERSELF FROM 'AGGRESSIVE' GABBY GIFFORDS

As gun control proponent Gabby Giffords gets more "aggressive" in her push for gun control candidates, at least one of those candidates is distancing herself from the ads Giffords is running.
New Hampshire's WMUR 9 ABC reports that though incumbent Carol Shea-Porter (D-NH 1st District) is thoroughly in favor of gun control, the tone of attack in Giffords' new ad is simply too much for her. The video on the outlet's website clearly demonstrates Shea-Porter's desire to move away from being associated with the former representative's ad.
According to the National Journal, Carol Shea-Porter has "flatly denied any association" with the ads against Republican challenger Frank Guinta (R). Giffords' group--Americans for Responsible Solutions (ARS)--is running the ad.
The ad attacks Guinta for his pro-Second Amendment stand in much the same way Giffords' group has been attacking the pro-Second Amendment stand of Martha McSally (R) in Arizona's District 2.
Guinta continues to embrace the Second Amendment and says Congress should be finding ways to defend it, rather than taking it apart after the fashion of Giffords and Shea-Porter.
Said Guinta, "I think we've got to find ways to respect the Second Amendment, those 27 words in the Constitution," according to WMUR.
Real Clear Politics has NHD1 listed as a "toss up" in which Guinta currently leads.

It’s disheartening to see the FBI used to promote a political agenda, but that’s what we got with the bureau’s release last month of a study claiming to show a sharp rise in mass shootings, a la Newtown, Conn.
The FBI counted 160 “mass” or “active” shootings in public places from 2000 to 2013. Worse, it said these attacks rose from just one in 2000 to 17 in 2013. Media outlets worldwide gave the “news” extensive coverage.
Too bad the study is remarkably shoddy — slicing the evidence to distort the results. In fact, mass public shootings have only risen ever so slightly over the last four decades.
While the FBI study discusses “mass shootings or killings,” its graphs were filled with cases that had nothing to do with mass killings. Of the 160 cases it counted, 32 involved a gun being fired without anyone being killed. Another 35 cases involved a single murder.
It’s hard to see how the FBI can count these incidents, which make up 42 percent of its 160 cases, as “mass killings.” They plainly don’t fit the FBI’s old definition, which required four or more murders, nor even its new one of at least three murders.
And these non-mass shootings, with zero or one person killed, drive much of the purported increase in the number of attacks. If you consider cases where no one or only one person was killed, 50 came in the last seven years of the period the FBI examined and only 17 during the first seven years.
For example, in 2010, the FBI reports that there were 29 of these active shooter cases, but just nine involved more than a single fatality.
The FBI study also ignored 20 out of what should have been a total of 113 cases where at least two people were killed.
For example, it missed a 2001 shooting at a Chicago bar that left two dead and 21 wounded, as well as a 2004 Columbus, Ohio, attack at a concert that left four dead.
Three-quarters of the missing cases came in the first half of the study’s time period, thus again biasing the results toward finding a larger increase over time.
Another trick was the choice of 2000 as the starting date. Everybody who has studied these attacks knows that 2000 and 2001 were unusually quiet years, with few mass shootings.
Thus, by starting with those years and padding the cases in later years with non-mass shooting attacks, the study’s authors knew perfectly well they would get the result they wanted.
The picture looks quite different if you use good data and a longer time period. Back in 2000, Bill Landes of the University of Chicago and I gathered data on mass public shootings from 1977 to 1999; I’ve now updated the database.
Our criteria were similar to what the FBI said it would follow: non-gang attacks in public places.
Shootings that were also part of some other crime, such as a robbery, were also excluded. But we counted cases where at least two people had been murdered in these public shootings.
Overall, there has been a slight increase in deaths from mass public shootings over these 38 years, but even then the upward trend largely depends on the single year 2012, when there were 91 deaths.
To be fair, the FBI study isn’t as shoddy as what Michael Bloomberg’s Everytown has been pushing.
The group was greatly embarrassed after it first claimed that there had been 74 school shootings between the Newtown tragedy in December 2012 and the end of this past school year, but the true number of school attacks in which the shooter intended to commit mass murder turned out to be only a small fraction of that, just 10.
Similar to the FBI report, Bloomberg’s group padded the numbers by classifying everything as a “Newtown type attack” — including when a Florida student defended himself with a gun from two attackers, a 40-year-old man committed suicide in a school parking lot at 2 a.m., and gang fights after hours.
But at least Bloomberg is spending his own money to manufacture “evidence” to push his gun-control agenda. The politicization of the FBI and use of taxpayer dollars to scare Americans into supporting an agenda is far more disturbing.

“Let me be clear,” Attorney General Eric Holder emphatically declared in a 2012 speech to the National Association for the Advancement of Colored People, “we will not allow political pretexts to disenfranchise American citizens of their most precious rights.” Holder’s remarks were a call to arms against efforts by Republicans to require that voters show identification when they go to vote. His words reflect a belief that the right to vote is so “precious” that requiring individuals to show an ID before casting a vote is tantamount to being “disenfranchised.”
However, when it comes to protecting the right to “keep and bear arms” – which, unlike the right to vote, is a right expressly guaranteed in the Constitution itself – the Attorney General of the United States is nowhere to be found. Apparently our Second Amendment rights are just not “precious” enough to worry about when governments engage in actions expressly designed to “disenfranchise” individuals from exercising those rights.
The hypocrisy is so blatant it is painful.
Currently 32 states have implemented some variation of voter ID laws to curb election fraud. Nevertheless, these reasonable requirements -- well within states’ Tenth Amendment rights to implement -- have been the targets of repeated Justice Department threats and legal challenges. The Department argues that simply requiring a valid ID in order to vote -- the same that is required for purchasing alcohol, or attending Obama fundraisers -- places an unfair, racially-biased burden that threatens the constitutional rights of minorities.
If alleged racial discrimination is the catalyst for such intimidation by the Justice Department, the Department’s silence is deafening in the face of very real efforts by state and local governments to deny and limit the right to keep and bear arms. As noted in a recent report by the Washington Times, some states -- notably Illinois, for example -- are effectively denying citizens their right to carry concealed firearms by placing a number of costly and time-consuming obstacles in their way; and doing it in such manner as clearly to disproportionately impact minorities and lower-income individuals.
The double standard reflected in the Justice Department’s selective assertion of concern for minority rights is deeply disturbing. Even a ruling in one case earlier this year by U.S. District Court Judge Edmond Chang concluding that “certain fundamental rights,” such as those protected by the Second Amendment, should be “outside government's reach” and not entrusted to government stewards to protect, has not awakened Holder from his selective slumber.
The findings by the Washington Times illustrate the point convincingly. The newspaper’s research found that burdens such as expensive training and permitting procedures, coupled with lengthy bureaucratic delays in issuing concealed carry permits, hit minority and lower income citizens especially hard. In Illinois, a favored playground for gun control public officials, wealthy white residents hold 90 percent of concealed carry permits.
“There are a lot of systematic and economic barriers that make it difficult for South Side of Chicago residents, many of whom are African-American, to obtain concealed carry permits,” NAACP Illinois State Conference President George Mitchell told the Washington Times. “Some of the barriers include the high costs, time commitment, bureaucracy and the community’s distrust of the police.” The effect of these racially biased restrictions are compounded by gun control regulations that enable local law enforcement officials to deny gun permits for any reason, including many completely unrelated to an individual’s competency to own, possess or use a firearm.
Imagine if voter ID laws were as rigorous as gun regulations found in many of America’s major cities. In order to vote in such a scenario, citizens would be forced to take a day-long class (at a cost of $100 or more) about the basics of the U.S. government and electoral process. They then would be required to take a competency test (only available at inconvenient locations during normal working hours) on the current election’s issues. Finally, after paying a non-refundable processing fee of $100 to score the results, they would then be forced to wait months for the actual voter registration card -- which could be rejected for any reason -- to arrive in the mail. If a voter decided to seek the help of a tutor to help ensure his non-refundable processing fee was not wasted by a possibly failing grade, he would have to be prepared to shell out another $100.
The obvious solution is to immediately reform the concealed carry licensing procedures, including the power by government officials to deny permits arbitrarily. Should the stringent and financially taxing gun regulations remain in place, as no doubt liberals will argue in spite of the overwhelming evidence about the racial disparity they create, then immediate action should be taken to reduce the costs of obtaining a concealed carry license, which routinely amounts to hundreds of dollars after the costs of safety classes and processing fees that are intentionally inflated to deter applications.
Were this any other issue, the level of bias against the poor and minorities in concealed-carry permitting would have Leftist bloggers, government lawyers, and liberal politicians marching in the streets, and calling for the heads of “racist” Republicans and NRA Members. The fact that this President and his Attorney General remain deaf, dumb and indifferent to the blatantly discriminatory anti-Second Amendment actions by liberal state and local governments, even as they rail against voter ID laws, is testimony to the constitutional hypocrisy that is at the very core of this presidency.

(CNN) -- She picks up the custom handgun painted in her favorite colors, purple and black.
Her long, black braid bounces slightly with each of the six shots she fires. Metal pings signify when she's hit the mark. She runs to the next target. Nine more shots. Reload.
Meet Shyanne Roberts, a 10-year-old competitive shooter who is out to prove something: Children with guns don't always mean disaster.
"I want to be an inspiration to other kids and be a leader," said the girl. "Kids and guns don't always mean bad things happen."
Natural talent turns into a passion
Shyanne competes alongside junior shooters, who are participants younger than 18, and even adults. Last year, she beat out adult women to place second in the Women's Division of the New Jersey Ruger Rimfire Challenge.
On October 31, she will square off against 200 of the top women shooters at the Brownell's Lady 3-Gun Pro-Am Challenge in Covington, Georgia. Shyanne is the youngest competitive shooter registered at the female-only event, according to the match director. The top shooter has a chance to win $5,000, as well as items from a prize table of guns, ammo and more.
The Franklinville, New Jersey, girl, who now has more than 20 sponsors, started learning gun safety when she was 5. After she could recite the rules and had grasped what guns can do, around age 6, her father started taking her to a gun range. Dan Roberts is a certified firearms instructor and a single dad. He has custody of Shyanne and her younger brother.
Shyanne's natural talent turned into a passion and at 7, the young athlete started competing in local matches. Physically, a competitive shooter needs to have good hand and forearm strength, as well as the ability to handle the firearm's sometimes-strong recoil. Good technique also helps.
Not every child is ready to wield a gun
When asked how he feels about his daughter using a gun, her father said, "I feel very comfortable because I know she's been extraordinarily well-trained at how to be safe. I could have a fully loaded machine gun, and she would not dream of touching it because the curiosity factor has been eliminated."
Roberts believes early firearm education and training are the keys to reducing gun accidents. He argues that if kids knew about guns at a young age, their curiosity wouldn't get the best of them, leaving tragedy in their trail.
Even under direct supervision, giving kids access to guns can be deadly. A 9-year-old girl accidentally shot and killed her instructor with a submachine gun called an Uzi in August, causing anti-gun activists to reiterate their objections to allowing guns anywhere around children.
Roberts balks at the notion that training children to use guns poses an increased danger.
"We can teach fourth-graders safe-sex practices, but we can't mention teaching firearm education in a public grade school without anti-gun groups having a complete meltdown. ... It's completely ludicrous," he said.
When and how do parents educate children about guns?
Not everyone is convinced that teaching gun safety at a young age is the key to preventing accidents. Dan Gross, president of the Brady Campaign and Brady Center to Prevent Gun Violence, says it's not enough.
"It's not to say that teaching your kids gun safety can't help, but relying on that alone is an extremely dangerous mentality," Gross said. "I see tragedies every day that wind up occurring because a parent thought that their child knew better."
Roberts trusts his daughter, but that doesn't mean he believes that every child, or even adult, is ready to wield a gun.
"As an instructor for over a decade, I've been around adults that shouldn't be within 10 feet of a slingshot," he said. "I have a 10-year-old daughter that's a competitive athlete. It really depends on the kids involved."
'It's not just a hobby'
The fifth-grader's determination to win a national title before she's an adult shows in how she talks about her career -- "It's not a hobby; it's what I want to do!" she insists.
There aren't many children beating adults at matches, at least not since KC Eusebio. The California native started shooting competitively at 8. By the time he was 10, he became the youngest Master shooter in the history of the United States Practical Shooting Association. Eusebio, who is in his mid-20s, is a professional shooter for Glock's competitive shooting team.
Winning a competition typically means recognition, free equipment and sponsorships, according to USPSA Media Director Chris Taylor. Rarely do the wins yield cash prizes.
"You're really not going to make any money doing this. This is an expensive sport," he said. "The ones who are professional shooters aren't making a living on money; they're making a living on sponsorships."
3-Gun Nation, a different shooting style within competitive shooting, is an exception to the cash rule. At each match, the winner gets a pot of money. And at the championship, the top shooter wins $50,000.
Shyanne may not be a professional, but she is a rare breed. "At 10 years old, it's tough to be doing anything well, as your muscles aren't quite developed yet. That's pretty impressive," said Taylor, when he heard someone that young was beating adults in competition.
"It's 95% males that get involved (in USPSA), but the funny thing is that girls tend to do better than the boys, in general," he said. "I think it's that they're more open to coaching."
Shyanne participates in several types of shooting styles, including USPSA, 3-Gun, Action Rifle and Steel Silhouette. USPSA and 3-Gun are two of about seven major styles within the sport of competitive shooting. Participants use shotguns, rifles or pistols, or a combination of different firearms, depending on the shooting style, Taylor said.
When looking at target shooting across all the styles, there's been a 67% increase in the number of women participating in the past decade. More than 6.4 million women competed in 2012, compared with 3.8 million women in 2003, according to the National Sporting Goods Association's annual sports participation reports.
USPSA membership is smaller, with about 25,000 active members and 500 children in the junior division, Taylor said. "We're probably one of the smaller niche sports out there."
The male version of 'Dance Moms'?
Because of the small group size, USPSA participants are part of a close-knit community, Taylor said.
"Even though it's really competitive, it's one of the most congenial, social groups I've ever been a part of."
Dan and Shyanne are very much a part of that culture. Roberts said he was recently trading text messages with a woman from Wisconsin whose daughter also competes. They plan to set up their camps next to each other at the next match.
Parents tend to be very involved in their child's participation, much like any other sport. Competitive shooting costs money. Roberts buys firearms intended for Shyanne -- she can't legally own her two rifles and two shotguns until she's 18 and her three pistols until she's 21. There are also jerseys and gear that he gets customized for his daughter.
Beyond the money, there's a big time commitment. Shyanne lives 15 minutes from the shooting range, and she tries to practice at least 30 minutes on each firearm -- shotgun, pistol and rifle -- every day. Sometimes that's not realistic, as homework comes first, Roberts said.
All together, Shyanne practices about 15 hours per week. Her dad says that's on the low end of what it should be.
"The next level she needs to get to is where she can walk out the back door onto her own private training range and shoot every day," Roberts said.
At first impression, this can seem like a male version of "dance moms": overbearing mothers thrusting their dance dreams on their children, pushing them to practice and win prizes.
Taylor, who attends USPSA events all over the country, says it's not quite like that in competitive shooting. Participants are trying to beat their own scores.
"It's your performance that determines your outcome," he said. "It's not quite the same thing as dance moms. You don't have that kind of drama."
An inkling of the competitive side of the sport came out while interviewing Shyanne over the phone. Her father could be heard nearby.
"I do have others hobbies like playing soccer and like ..." Shyanne said.
"Hanging out," her dad whispered in the background.
"Hanging out with my friends and ..." she said.
"But this is what I really want to do," he whispered.
"But this is really what I really want to do."
Roberts admits that it was his idea to see whether Shyanne wanted to compete in matches.
"I never in my wildest dreams thought this is where we would be at just a few years after teaching her basic gun safety and education," he said. "As an instructor, I noticed she had a natural talent. I brought up the idea to see if she wanted to do a match and she said yes."
When she got second place at a competition early on in her career, Roberts said that's when he saw it click. His daughter was hooked on the sport.
Roberts said as long as Shyanne is having fun, he'll keep being her advocate, coach, PR guy and more. When it stops being fun, that'll be the end of it.
"I want her to have as much success as she possibly can," he said. "If all that ever comes out of this is that she gets a scholarship to a college with a rifle team," -- there are 31 colleges that sponsor NCAA rifle teams -- "and if as a father I have the peace of mind that she can defend herself, I'm thrilled with just that."
"The rest is just extra."
But if you ask Shyanne what her dream is, the answer is much simpler: "I want to win the national title.”

There are now more gun owners in the United States than ever before, and that number is rising daily. We are experiencing explosive growth in younger, urban, and female audiences. Perhaps it was once true that “gun culture 1.0? was older, white, and rural, but today, everyone is getting in on the act, and the entertainment industry is being dragged kicking and screaming into tolerance, and maybe even acceptance.
This has been apparent nowhere more than the explosive growth of outdoor television shows and channels, and in formerly staid cable networks now producing firearms-themed programming.
Easily the most famous firearms-friendly show in the United States right now is Duck Dynasty, and their popularity has bled over into other shows, as we’re now seeing as “duck daughter” Sadie Robertson appearing on the prime-time dance show, Dancing With the Stars.
In the following clip, Sadie brought professional dancer Derek Hough back home to the Robertson family firing range, where he fired both pistols and shotguns.
By the way… that girl can dance.
You’ll note that the use of firearms wasn’t presented as a big deal, but was just something people do to have fun in a safe and responsible manner. The show isn’t promoting gun culture, but it is reflecting it. The normalization of safe, fun and responsible firearms ownership is what is driving the record number of new shooters we’re seeing joining the gun culture.

We’re having serious reservations about the sanity of Moms Demand Action for Gunsense In America.
They attempted to rewrite reality just yesterday, blaming a 20011 murder committed with an illegally purchased weapon and and illegally acquired ammunition on a lack of universal background checks. It was a blatant and obvious lie, easily debunked.
Moms Demand Action is at it again today, attempting—for the second time this week—to blame armed robberies that have occurred within Kroger stores on lawful open carry.
Moms Demand Action is primarily a social media campaign carried out on Facebook, where they routinely make blatantly false and absurd associations in an effort to deceive their ignorant and gullible supporters.
It is by any measure a bizarre crime, and a clear one, committed by a man who wore a disguise to enter the store with the intention of committing a felony crime. He produced a weapon hidden in his costume, successfully robbed the bank and escaped the store, then ditched his hoodie and gloves in a patch of woods nearby. These items have been recovered, and are being processed. If he has a criminal record and his DNA is in the system, odds are that he will be identified and a warrant issued for his arrest in fairly short order.
Rational people understand that this was a crime from start to finish, as was the armed robbery in another Ohio store earlier this week.
But what does Moms Demand claim that people should learn from these crimes?
These crimes at two Kroger stores in one week should serve as a wake up call to Kroger’s leadership to prohibit the open carry of firearms in its stores. Kroger customers should not be responsible for determining if someone in the store holding a gun is a criminal or making a political statement.

NEWTOWN, Conn. — More than eight out of ten Americans say that the misuse of guns in violent crimes is a matter for the criminal justice system, not a public health issue, and that the Centers for Disease Control (CDC) should not spend resources on the study of "gun violence" but instead concentrate on viruses and disease.
These findings are among the results of a national scientific poll of 1055 likely voters conducted live by telephone Sept. 30-Oct. 2. The National Shooting Sports Foundation (NSSF) commissioned this survey to determine whether adults share the view of some gun control organizations and activists that the use of guns in crime, for which they use the short-hand "gun violence," is a public health issue.
An overwhelming 84 percent of survey respondents said gun violence is a criminal justice issue, rather than a public health issue, such as viruses. An even higher 88 percent of respondents said they do not think the CDC should spend resources on studying the use of guns in crime rather than on studying viruses and disease. Some 71 percent of respondents said that the federal government should not classify gun violence as a public health issue in the manner of viruses and diseases.
When asked whether the definition of gun violence should be expanded to include accidents and instances of self-defense, nearly three-quarters of respondents said gun violence is a crime committed using a firearm with the intent to injure another person.
The survey was conducted by Harper Polling. The margin of error is +/-3.02 percent. Respondents self-identified as 38 percent Democrat, 33 percent Republican and 30 percent independent. As to ethnicity, 74 percent of respondents said they were White, 11 percent African-American, 8 percent Hispanic; and 7 percent, other. As to age, 25 percent of respondents said they were 18-39; 27 percent, 40-54; 23 percent 55-65; and 25 percent, 66 or older.
"As the significant challenges posed by the Ebola epidemic demonstrate, the emphasis of the Centers for Disease Control should remain on the study, prevention and containment of viruses and infectious disease," said Lawrence G. Keane, NSSF senior vice president and general counsel. "For political reasons, many involved in gun control activism would like to re-define the criminal misuse of guns into a public health issue. We commissioned this survey to help determine where Americans stood on this issue. To put it plainly, they don't buy it. And given the 20-year reduction in violent crime that the FBI reports, even as the number of firearms in the hands of law-abiding citizens has increased, they shouldn't buy it.”

The risk of dying from a gunshot wound is twice as high for African Americans as it is for white Americans, according to a new study based on 11 years’ worth of data from the Centers for Disease Control and Prevention.
Between 2000 and 2010, the rate of firearm-related fatalities in the U.S. was 9.05 per 100,000 people for whites and 18.51 per 100,000 people for blacks. When factoring in the 3.38 deaths per 100,000 people of other races, the country’s overall gun-related death rate was 10.21 per 100,000 Americans, researchers reported Thursday in the journal BMJ Open.
That racial discrepancy represents an improvement from the 1990s, the researchers noted: In 1993, gun fatalities were three times more common among blacks compared to whites.
Over the 11 years of the study, at least 335,609 Americans were killed by guns. (The CDC data almost certainly understates the true toll of gun violence, the researchers wrote.) These deaths include murders, suicides and accidental shootings.
The number of deaths varied slightly per year, but the changes were small enough that they could have been due to chance, according to the research team from Columbia University and the Jacobi Medical Center in New York.
The story was the same for 41 states, where the rate of firearm-related deaths was basically stable over the 11 years. But the death rate rose in two states – Massachusetts and Florida – and fell in seven others, as well as in the District of Columbia.
California was singled out in the study for having “the most marked reduction” in the rate of gun deaths. The researchers said this could be the result of tough antigun laws, including eight aimed at preventing gun trafficking. They noted that the Brady Center to Prevent Gun Violence ranked California top among all states for its laws on background checks, waiting periods, restrictions on who may own a gun and consumer and child safety. (California also benefited from a reduction in homicides of all sorts, with the overall homicide rate falling 25.4% between 2001 and 2010.)
But the story on gun laws isn’t so simple. Massachusetts also earned high marks from the Brady Center for its gun laws, and firearm ownership there “plummeted” after a 1998 gun control law passed, the researchers wrote. Yet both violent crimes in general and homicides in particular became more common in subsequent years. (The researchers speculated that guns may have flowed into the Bay State from neighboring New Hampshire and Maine, where gun control laws are less stringent.)
Meanwhile, in Florida, only two laws on the books address illegal gun trafficking, and authorities have little discretion to reject requests for concealed weapons licenses, according to the study. So perhaps it should come as little surprise that gun deaths rose in the Sunshine State during the study period.
But that increase was seen despite the fact that the overall violent crime rate fell by one-third between 2000 and 2010, according to statistics from the Florida Department of Law Enforcement. That’s a “particularly concerning public health problem,” the study authors wrote.
Indeed, the “endemic” firearm violence in this country represents a “substantial, long-term cumulative health burden,” the researchers wrote. If present trends continue, Americans can expect to lose 336,778 lives to guns between 2011 and 2020, they calculated.

Flynn, Bizzarro unhurt in robbery attempt in Harrisburg

State Reps. Ryan Bizzarro and Marty Flynn escaped injury in an attempted robbery last night in Harrisburg.
The incident occurred just before 11 p.m. Tuesday about four blocks from the Capitol in the city's Midtown neighborhood where the two men stay when they are working in Harrisburg.
Flynn and Bizzarro were at the Capitol until House session ended after 7:30 p.m. and met four other House members for a late dinner at a Second Street restaurant. They then walked two of their colleagues back to the Capitol and began walking to their residence which is on Second Street.
They were accosted by a male who pointed a gun first at Flynn and then at Bizzarro and demanded their wallets. The gunman was in close proximity to Flynn and Bizzarro while a second male across the street was shouting direction to the first assailant.
Neither lawmaker handed over anything. Flynn drew a handgun that he is licensed to carry and exchanged shots with the first male at which time both attackers and victims ran in different directions.
Bizzarro and Flynn went to the front of their residence and called 911. Flynn reported to a responding officer that he had fired his weapon and turned it over to the officer.
“We were extremely impressed by the professional manner in which the Harrisburg police officers responded to our call,” Bizzarro said. “We are very grateful.”
Flynn is a former Lackawanna County Prison guard and supervisor. Bizzarro is a former victim-witness coordinator for the Erie County courts. Both men were elected to the House of Representatives in 2012.
“We are used to fighting for the people in our districts every day,” Flynn said. “We certainly are going to stand up for ourselves and not become victims.”
Harrisburg Police continue investigating the incident. Bizzarro and Flynn expressed relief that nobody was struck by gunfire and they thanked the Harrisburg Police for the remarkably quick response.
The two lawmakers are attending to business this morning at the state Capitol and will be in the House the rest of today for what is expected to be a lengthy session. At this time they do not wish to comment further other than to assure constituents and colleagues that they are unhurt and are prepared to testify in any legal proceedings.

FLINT, MI -- The mother of a woman who told police she was attacked inside an eastside home said she is thankful for neighbors who rushed to her daughter's aid, including a man who held the alleged attacker at gunpoint then chased him down and helped hold him until police arrived.
"She got lucky," said the woman's mother, who is not being identified to protect the identity of the woman. "If it wasn't for all these people who cared enough to help her, and not turn the other cheek like so many people would, my daughter would be dead right now."
Jessica Abels, who lives near the spot on Cronk Avenue near Illinois Avenue where the woman was found walking bloodied and naked, said she looked out the window when she heard a woman screaming for help around 2 p.m. Sept. 26.
She saw the woman jump out the window of a nearby vacant home, she said.
"Her eyes were all swollen and she had blood all over her and in her mouth," Abels said. "She was pretty messed up."
That's when the community jumped into action.
Several area residents offered the 21-year-old woman clothing and comfort while a man who holds a valid concealed pistols license ordered the suspect out of the house at gunpoint, according to Flint police.
The man took off running but was chased down by the gun-wielding citizen who, with the help of an undercover auto theft police officer, tackled and held him down until police arrived.
Jeffery McSwain, Jr. was arrested and charged with one count of assault with intent to commit sexual penetration. During a preliminary exam on Wednesday, Oct. 8, a Flint District Court judge ruled McSwain will stand trial in Circuit Court on the charge, a 10-year-felony.
The victim's mother said her daughter was walking home from a nearby store when a man trapped her inside the vacant home, and beat and choked when she tried to scream for help and escape.
The woman was left with bruises and a couple loose teeth and is still struggling with the incident emotionally, said her mother, who is not being identified to protect the identity of the victim.
Abels said that section of Illinois is usually quiet, since neighbors look out for each other.
"I still can't sleep because of the way she was screaming," said Abels.
Amanda MacLeod, who lives near Abels and grew up across the street in her mother's home, said the incident left the neighborhood shaken.
"It's scary that it happened so close, and in the middle of the day," she said. "I've never experienced anything like that in my 23 years living here."
MacLeod said her father boarded up the home shortly after the incident.

Here’s another one of those incidents that Shannon Watts of Moms Demand Action claims never happens.
A concealed carrier in Phoenix, Arizona allegedly opened fire on two bank robbers. This led to one of the suspects being shot and killed while the second was captured by police nearby.
According to ABC15,
The owner of the salon next door to the bank said it was another business owner who opened fire.
“He took the keys out of the car because they left the car running. And so he took the keys out of the car and kind of, I guess, he stood behind it waiting for them (the suspects) to come out,” said Therea Sessler, owner of Fix Salon.
“What scares me the most is I’m just a couple doors down,” said Eduardo Lopez, who works at the nearby Jersey Mikes. “It could’ve been me.”
The concealed carrier reportedly opened fire on the pair of suspects once he realized they had guns. The suspect who survived the encounter carjacked a person at gunpoint and crashed into several other vehicles on his way out of the shopping plaza. He was captured by police nearby.
Arizona is a constitutional carry state. No permit is needed to carry a firearm.

The left’s relentless demonization of guns has obviously had its intended effect. When The Sacramento Gun Club announced plans to build a state-of-the-art, 4,000-square-foot facility in a properly-zoned section of Rancho Cordova, California, it should have come off without a hitch. Because the club is being constructed only 250 feet from the George Washington Carver School of Arts and Sciences, however, parents and school administrators are up in arms.
It’s important to note that the gun range is entirely indoors. This isn’t a situation where you have the possibility of stray bullets finding their way into the nearby playground. It’s a $6 million facility, completely enclosed. Still, the protestors are out in full force.
“Even though it’s legal, it’s still wrong. You shouldn’t mix schools with guns,” said one GWC student. It seems slightly unfair to pick apart the arguments of children, but this student’s sentiments accurately represent those of the protesting community, both in sentiment and substance.
Parents and school administrators have taken leave of their senses, arguing against the proximity of the range simply because of unfounded fears. These are the same liberals who threw scorn on New Yorkers who didn’t want an Islamic Center built in the shadow of Ground Zero. But tolerance, of course, only matters when they say it does.
After spewing their outrage at a Sacramento City Unified School District meeting last week, the trustees passed a meaningless resolution asking the City Council to move the club. The City Council has no such authority, of course, because everything about this construction is appropriate under the law.
This was confirmed by Rancho Cordova’s assistant city manager, who said the city doesn’t have any legal options. “It’s zoned as an industrial mixed use area,” he said. “That permits use of…this gun club, by right.”
Though that would seem to be the end of it, protestors aren’t done whining quite yet. They want to change the zoning laws in Sacramento so that this kind of proximity can’t happen in the future. Unfortunately, given that this is California and the hysterical state of gun fear we’ve fostered, they’ll probably get what they want. It’s been proven time and again that the government can push through almost any law as long as it’s “for the good of the children.”
No one wants to see students have to worry about gun violence when they should be learning, but there is no evidence that this indoor range poses the slightest threat to public safety. If there was such evidence, I would be the first one in line to join the protestors. But we’ve got to get a grip on the needless panic surrounding guns in this country. It’s become the most cited cliché in the book, but guns don’t kill people; people kill people. Unless GWC administrators have reason to believe that the gun range will attract unstable maniacs, there is literally no reason for all this concern.
This could be solved in a generation if we were to get serious about gun education in this country. Because regardless of what the left might want, guns are not going away. The proximity of the range might even be an opportunity to provide such instruction to the students of George Washington Carver school. Unlikely scenario, I know, but a man can dream.

POLICE UNION TELLS UK COPS TO ENTER GUN OWNERS' HOMES, SECURE WEAPONS USING ANTI-TERROR LAWS

The Association of Chief Police Officers' (ACPO), the body that represents senior police officers in the United Kingdom, has begun a campaign to send police to enter the homes of legal gun owners to snoop on them. Many of those who may receive visits cannot understand why they would be targeted and suspect it is to discourage gun ownership in Britain.
The Countryside Alliance pressure group fears that the new initiative will target ordinary members of the public, and is due to begin on Wednesday, 15th October. The group has launched a campaign to alert Members of Parliament to the issue. The policy is also the latest in a series of 'power grabs' by ACPO, which is effectively a trade union, but regularly demands executive powers with little accountability to the public.
On its campaign website the Countryside Alliance said: “Legitimate gun owners are always ready to support sensible, evidence based proposals to improve firearm licensing and security. For instance we fully support unannounced checks on license holders based on specific intelligence on risk.
“This campaign, however, is exactly the sort of knee-jerk reaction to an unrelated problem the Government had promised to avoid. It is unjustified and ill-judged, and it will serve only to waste police resources and alienate a large and law abiding section of the community.”
Chief Constable Andy Marsh told ShootingUK: “The public and especially the shooting community can greatly assist the police in gathering intelligence and protecting our communities by being vigilant around firearms licensing.
“The shooting community is close, and will recognise sudden behavioural changes in fellow shooters that could cause concerns. However, they may not feel like they can act and the Crimestoppers hotline empowers people to voice concerns anonymously.”
He added: “If you are concerned that guns are being kept insecurely or notice signs that shooters may be vulnerable to criminal or terrorist groups or have shown sympathy towards extremist acts, please report it.”
In the past members of ACPO have publicly campaigned for tighter gun control, despite the rules that British police are supposed to be politically neutral. Earlier this year Greater Manchester Police Chief Constable Peter Fahy publicly rebuked UKIP leader Nigel Farage after he suggested hand gun regulations were too tough.
Fahy said: "We should all be grateful that we have got such tight gun control in this country – when you look at the States, it's awful over there."
